Duties

Help
  • You will provide statistical workforce analysis, continuing administrative liaison services, and processing and coordination services to support management, supervisors and the civilian workforce of MCCES.
  • You will assist the Command in creating and maintaining an efficient, economical and effective workforce to support the mission.
  • You will develop and manage workforce statistics and create various reports, charts, spreadsheets and tracking sheets.
  • You will create Labor Costing sheet for current and projected labor, adding projected within grade increases, leave payouts and overtime.
  • You will manage civilian Billet Identification Number (BICs) of the Table of Organization, ensuring proper assignment and tracking of civilian billets and correlation to the MCCES Table of Organization.
  • You will serve as the principle liaison between management and the servicing civilian personnel office, higher headquarters and TECOM Payroll Administrator.
  • You will develop and maintain tracking systems of actions (e.g., retirements, resignations, recruitment, awards), training and performance requirements, civilian manpower requirements packages, and classification.
  • You will liaison with the Civilian Human Resources Office on employee issues.
  • You will coordinate approved recruitment actions with the supervisor or hiring manager for submission and processing.
  • You will plan, develop, and maintain the employee and supervisor SharePoint sites providing a myriad of information and customer service.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Gathering, analyzing, and evaluating information concerning workforce, management actions, and processes to recommend appropriate actions and to support an organization's mission; 2) Tracking positions, trends, productivity improvement, and long range planning to utilizing knowledge of management and organizational systems, techniques and procedures; 3) Advising leadership on recruitment strategies, personnel hiring, position management, and workforce planning utilizing practical knowledge of a wide range of HR laws, directives, policies and procedures; 4) Interpreting applicable laws, regulations, policies, and practices to ensure compliance of an organization's HR functions (e.g., classification, performance management, awards, training) to ensure compliance with; and 5) Preparing and presenting facts, findings, and recommendations pertaining to position management and workforce analysis to management.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

  • PhD or equivalent doctoral degree OR
  • 3 full years of progressively higher level graduate education leading to such a degree OR
  • LL.M., (if related).

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
