As Chief of ONAP, the incumbent reports to the Bureau Chief of CGB and the Deputy Bureau Chief with oversight responsibility for ONAP, and interfaces with Tribal government officials in Tribal entity, consumer and industry meetings, discussions, policy forums, etc., addressing Commission and Bureau initiatives and their impact on Tribal governments and the communications industry.

The incumbent is responsible for planning, directing, and coordinating all phases of the work. Incumbent oversees and directs outreach work and Tribal government consultation and serves as the senior policy advisor to the Bureau Chief, Deputy Bureau Chief and staff on communications issues as they relate to both federally recognized and non-federally recognized Tribal communities. Together with the Bureau Chief and Deputy Bureau Chief, the incumbent assists in setting overall direction, planning, and policy of the Bureau to ensure that it effectively implements the FCC's communications policy as it relates to Tribal governments and Tribal lands. Additionally, the incumbent assists in the implementation of the Communications Act, Commission rules and policies and assesses the impact of such implementation on both federally recognized and non-federally recognized Tribes. Incumbent also evaluates current and potential policy issues and initiates original research and investigative analysis. Documents are produced and analyses are conducted at the behest of the Bureau Chief, Deputy Bureau Chief, or as a result of a determination by the incumbent.

Incumbent reviews agenda items and other documents (e.g., draft proposals) prepared by various Bureaus or Offices. Review is to assure that the documents are in conformance with existing communications laws and policies and that they support the Commissions goal of intergovernmental cooperation and increasing communications services to Tribal governments and lands. In addition, incumbent meets with Bureau/Office representatives to discuss the impact of such agenda items and other documents on Commission rules, policies and decisions on Tribal governments.

Within CGB, the incumbent oversees the preparation of initial drafts of agenda items and other documents pertaining to communications policies of particular interest to Tribal governments. The incumbent also serves as the FCC Liaison to Tribal governments. In this capacity, the incumbent works collaboratively with representatives of other federal agencies and departments.

Incumbent also identifies and, to the extent possible, works to remove any procedural impediments to working directly with Tribal governments and Native American communities. The incumbent focuses on the goals and objectives of the Commission which are designed to ensure that all Americans, including those living in Tribal communities, have access to affordable and quality communications services, including voice and broadband Internet access services. These include increasing the broadband infrastructure deployment and penetration in Tribal communities, increasing the availability of broadband, voice and other communications services on Tribal lands, and informing Tribal governments and consumers in Indian Country about financial support available through federal government programs, including Universal Service and similar funding programs.

The incumbent oversees and performs tasks and assignments related to the objectives through Tribal workshops, senior FCC official and staff outreach, individual consultations and meetings with Tribal governments and their representatives, open and free exchange of information and opinions, production of educational materials, and exploration of joint federal-Tribal programs and other activities

Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.  

Specialized Experience

GS-15

Candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as follows:

1) Experience providing expert advice to senior leaders on communications issues as they relate to both federally recognized and non-federally recognized Tribal communities.
2) Experience evaluating current and potential policy issues and initiating original research and investigative analysis.
3) Experience serving as a liaison between various government agencies and/or private sector companies to communicate critical policy information.
4) Experience leading and overseeing staff, providing meaningful performance feedback and ensuring that quality work is being produced by the staff.
5) Experience developing recommendations and proposing policies to senior leaders and/or senior level internal/external stakeholders.

How You Will Be Evaluated-DEU Hiring Procedures

The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. Time in grade restrictions do not apply to DEU hiring procedures.

All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;

2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and

3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement. An automated score is administered based on the on-line application process used.

Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position. Application of Veterans Preference: The category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet the minimum qualification requirements and who have compensable service-connected disability at least 10 percent MUST be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.

A selecting official may make selection from the highest quality category ("HIGHLY QUALIFIED") provided no preference eligible in that category is passed over to select a non-preference eligible in the same category. Qualified disabled veterans (30% disabled veterans and at least 10% disabled veterans) who meet the qualification criteria float to the top of the Highly Qualified category and by law must be referred over non-veterans. Under Merit Promotion procedures, applicants must meet the qualifications criteria and receive a score of 90 or above in order to be deemed as BEST QUALIFIED.  Candidates who ask to be considered non-competitively only have to receive a score of 70.
