The incumbent of this position serves as the Assistant Inspector General for Evaluations and Special Projects (AIGES), reporting to and under the general supervision of the Deputy Inspector General (DIG). The incumbent is responsible for leading, directing, and monitoring an interdisciplinary - and in some cases, matrixed - team of criminal investigators, attorneys, administrative investigators, and professional, technical, and administrative support staff ranging in grades from GS-5 thru GS-15. The incumbent is also responsible for planning, directing, overseeing, and conducting an inspection and evaluation program to review, assess, and evaluate the management, efficiency, and effectiveness of complex Bank programs, operations, and policies, and to develop recommendations for improving program performance, effectiveness, and efficiency.


At the full performance level, duties include, but are not limited to:

Evaluate Bank programs to assess vulnerabilities, provide analyses, and evaluate programs, policies and systems

  • Responsible for assignments on matters of special concern to the Agency in the policy direction and coordination of evaluations and investigations related to its programs and operations.
  • Reviews existing and proposed legislation and regulations relating to programs and operations of the EXIM Bank and makes recommendations in the semiannual reports required by Section 5(a) concerning the impact of such legislation or regulations on the economy and efficiency in the administration of programs and operations administered or financed by the Agency or the prevention and detection of fraud and abuse in such programs and operations. Plans, directs, oversees, and controls inspections and studies of complex Bank programs to assess vulnerabilities in programs, policies and systems. Identifies possible fraudulent, abusive, wasteful, ineffective, or inefficient practices and recommends corrective action in program operations, policies, regulations, and laws.
  • Directs and oversees data and trend analyses of Bank programs and operations to assess their efficiency and effectiveness. Directs and oversees the assessment or evaluation of EXIM Bank program delivery and the adequacy of program operations in meeting the needs of the Bank's customers.
  • Conducts transactions inspections to identify possible fraudulent, abusive, inefficient, ineffective or wasteful practices and recommends corrective action in program operations, policies, regulations, and laws.
Supervisory and/or Managerial Responsibilities
  • Responsible for leading, directing, and supervising an interdisciplinary - and in some cases, matrixed - team of criminal investigators, attorneys, administrative investigators, and professional, technical, and administrative support staff ranging in grades from GS-5 thru GS-15.
  • Performs the administrative and human resource management functions relative to the staff supervised.
  • Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.
Serve as a liaison or point of contact with other export credit agencies and federal agencies
  • Represents the IG in conferences and negotiations with Bank officials at all levels, with representatives of other Offices of Inspector General, the General Accounting Office, the Council of Inspectors General on Integrity and Efficiency (CIGIE) and with other groups or organizations.
  • Provides ongoing liaison with other organizational entities to initiate and support coordinated approaches in inspecting and evaluating Ex-Im Bank programs.
  • Performs other duties as assigned by the Inspector General or DIG.

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs).

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in Senior Level (SL) positions and are in addition to the Mandatory Technical Qualifications listed below.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to one page per technical qualification. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.

MTQ 1 - Demonstrated experience leading the development and execution of an annual work plan. Experience must include: (1) taking a data-driven, risk-based approach to identifying program areas or issues where coverage is needed; (2) developing appropriate objectives, scope, and methodology; and (3) incorporating innovative procedures.

MTQ 2 - Demonstrated experience managing an interdisciplinary team of attorneys, inspectors, evaluators, and/or investigators, supervising, coordinating, and conducting relevant, timely, and high-quality special projects and/or evaluations that assess the economy, efficiency, and results related to Federal programs and operations.

MTQ 3 - Demonstrated experience ensuring that special reviews and/or evaluations are conducted in a timely manner and, where applicable, that published reports include recommendations that drive positive change.
