Summary

The Program Specialist (Webmaster) is responsible for the technical management of content, quality, design and style of the VISN 19 Internet and Intranet web sites. This includes planning, design, development, testing, publication and implementation of all Internet and Intranet activities and content to ensure that the websites are functioning properly and reflect current, accurate and appropriate information.

Help

Duties include, but are not limited to:

  • This position involves a high degree of coordination with leadership, program managers and staff to facilitate effective utilization of electronic methodologies in a manner that meets the organizations strategic objectives for information and data dissemination.
  • Also serves as the Web Manager in VISN 19 and has oversight over the eight local facility internet and intranet sites.
  • Serves as the VISN 19 SharePoint Manager and will have some oversight over VISN social media activities.
  • Provides guidance and overall direction to VISN 19 web managers, the incumbent is responsible for all technical planning, writing, edits, content coordination, design, development, testing, implementation, updating and management of the VISN 19 Internet and Intranet websites as well as oversight over the local web sites.
  • Aligns content with the organization's strategic plan
  • Continually reviews web content for freshness and appropriateness, and edits content as appropriate or works with internal stakeholders to coordinate updates.
  • Create Intranet/Internet applications that enhance user-developed content and meet business and technical requirements; provide Intranet and Internet services that optimize customer experiences; create web pages that enable all potential users to access information contained on the web pages; ensure Internet and Intranet services comply with the Americans with Disabilities Act, VA mandates and other related requirements.
  • Reviews, tests, and implements new web pages on the organization's Internet and Intranet sites by editing HTML source code and placing new pages in the appropriate location on the web site.
  • Utilizes advanced HTML and java scripting to implement advanced web features such as embedded multimedia, photo galleries, rotating banner images, web-based forms and other dynamic/automated content.
  • Routinely tests new pages to ensure correct formatting and optimum display of graphics, video, other multimedia formats.
  • Verifies all hyperlinks and repairs any non-functioning hyperlinks.
  • Ensures that all content on the web sites comply with VA Direction 6102.
  • Ensures that all content on the VISN and local facility web sites and linked documents/PDF files comply with federal section 508 accessibility guidelines including but not limited to adding alternative text on all images and closed captions for all videos.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/28/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9; for a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • applying current Intranet/Internet technologies, standard Internet/Intranet protocols, usability concepts (i.e., navigational aids, site architecture), accessibility factors and standards and programming and scripting languages to provide guidance in determining the most appropriate methods for delivering information via the Internet/Intranet.
  • training, utilization, and research regarding principles, concepts, policies, and objectives applicable to the agency
  • use of qualitative and quantitative methods and techniques for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems
  • analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs accounting for mission, organization, and work processes of programs through the agency and the relationships of administrative support activities to such missions
  • training, utilization and research regarding administrative laws, policies, regulations, and precedents applicable to the administration of Internet and Intranet programs and systems
  • extensive experience planning, organizing and directing team study work and negotiating effectively with management to accept and implement recommendations
  • understanding and use of commercial-off-the-shelf (COTS) products and components to ensure optimal use of commercially available products.

Physical Requirements: Performance of the incumbent's duties may require virtual meetings with stakeholders, either verbally or on a secure video meeting platform (such as Microsoft Teams). Participation in such meetings will require visual acuity and hearing ability, with or without assistive devices. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines. Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation if necessary, without endangering the health and safety of the employee or others. Position requires sitting at a computer and in counsel and consultation with internal and external customers. Position may require minimal travel to meet with representatives/stakeholders in clinics, medical centers, and VISN offices. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
