Summary

This position is assigned to the Non-Appropriated Fund (NAF) Human Resources Office; Fleet and Family Readiness Support Services; Commander, Navy Region Southwest. Incumbent serves in a supervisory capacity as the N941 Deputy and serves as the SME for CNRSW NAF HR programs. Incumbent is responsible for the management, supervision, administration, planning, and technical direction of Labor & Employee Relations (LER), Classification, and Employment Suitability HR functions for the region.

Duties

Help

Non-supervisory duties comprise 75% of incumbent's time and include but are not limited to:                                               

  • Provides program assistance and advisory and consultation services to management and program officials on a wide variety of complex, interrelated issues/programs with substantial scope, complexity, and impact to the CNRSW Fleet and Family Readiness (FFR) Programs.
  • Serves as Subject Matter Expert providing analytical and technical HR policy guidance and advice in all HR areas with an emphasis on LER, Classification and Employment Suitability.
  • Performs all required duties related to LER (e.g., review and analyze cases with varying levels of difficulty and uniqueness submitted by managers and supervisors from all regional installations; provides advice and recommendation; drafts disciplinary letters; consults with Navy Legal; provides final disciplinary product; perform necessary follow-up; serves as official in management inquiry as needed, etc.).
  • Provides LER support to field HR offices.
  • Drafts and reviews all submitted NF-4 and below draft position descriptions. Reviews and analyzes draft PD to determine level, title and series in accordance with Office of Personnel Management (OPM) standards.
  • Prepares OF8 (PD cover page) and submits PD and OF8 for management’s final review and signature.
  • Advises all NAF HR staff of general HR topics to support efficient accomplishment of tasks.
  • Serves as HR technical expert and troubleshooter and develops innovative and effective solutions for critical issues.
  • Uses Human Resources Information Systems and computer applications such as SAP HR; Microsoft Office Suite; FEDHR, KRONOS, etc. to execute required daily tasks and uses security related platforms such as Defense Information System for Security (DISS), Secure Web Fingerprint Transmission (SWFT), CSO, etc.
  • Reviews background investigation files with OPM assessment levels 1, 2 and 3 for suitability; gathers additional information as needed; notifies managers of derogatory findings; recommends favorable and unfavorable suitability determination and completes certificate of investigation and INV 79. 
  • Conducts on-going evaluations of internal systems, practices, and procedures to identify opportunities for improvement.
  • Advises on access required to execute employment suitability/background investigation program; reviews and submits access requests to platforms such as NP2/EQIP; DISS; SWFT and submits requests to the Regional Security Management Office.
  • Provides guidance and advice related to background investigations and suitability matters.
  • Develops and provides HR related training to all FFR personnel to include new HRO hires.
  • Improves organization attractiveness by recommending new policies and practices and develops standard operating procedures.
  • Develops training, correspondence, briefs, action documents, routing sheets, decision papers, slide presentations and supporting documentation for presentations and proposals for use by the Regional Human Resources Manager (N941) and the N9 leadership team.
  • Advises and assists management on a continuing basis to find sound solutions to problems in support of personnel needs of the organization. 
  • Explores alternatives to accommodate management needs. 
  • Disseminates factual information on which recommendations, decisions or other actions can be based. 
  • Explains the basis for recommendations and actions. 
  • Prepares personnel instructions, special reports and correspondence. 
  • Ensures that internal management control programs over personnel operations are in compliance with all current and applicable regulations.
  • Carries out special projects and/or assists in carrying out projects or portions of broader studies to resolve controversial issues or problems.
  • Researches and translates findings into specific recommendations for corrective action, including new or revised program requirements or guidance, training, or other appropriate measures.
  • Performs other related duties that support the mission of the organization.

Supervisory duties comprise 25% of incumbent’s time and include but are not limited to:   

  • Provides administrative and/or technical supervision for: NAF Human Resources Clerks, NF-0203-02 (2), NAF Security Assistants, NF-0086-03 (3), NAF Human Resources Assistant, NF-0203-03 (7), NAF Human Resources Specialist (Supervisory and Non-Supervisory), NF-0201-04 (2)
  • Directs work to be accomplished by staff.
  • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
  • Participates in section staffing decisions.
  • Ensures staff receives proper training to fulfill requirements of their positions.
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate and corrective action(s) as necessary.

  • Must successfully complete a T5 (equivalent to TOP SECRET) level investigation upon selection and be able to maintain clearance.

Qualifications

  • Knowledge of HR laws; and Office of Personnel Management (OPM), DoD, Department of the Navy (DON), CNIC, and various federal government HR policies, regulations, and procedures.  
  • Knowledge of the organization, structure, and operation methods of the Department of Defense (DoD) and the U.S. Navy and the policy structure within which it operates. 
  • Knowledge of and skill in applying a wide range of HR theories, concepts, and/or practices to perform a variety of difficult and complex assignments.
  • Knowledge of FFR functions, organizations, policies, resources, and analytical and evaluative processes. 
  • In-depth knowledge of NAF LER and Classification theories, concepts, processes and procedures.
  • Knowledge of OPM position classification methods.
  • Knowledge of employment suitability, adjudication and background investigation processes and procedures and federal employee suitability standards.  Knowledge of regional management security hierarchy and processes.
  • Experience in applying tact and diplomacy when dealing with sensitive issues, to include conducting objective analysis, fact finding, and exercising confidentiality and privacy.
  • Knowledge and ability in operating Microsoft Programs such as Outlook, OneNote, Word, Access and Excel to perform data entry and data gathering; create various charts and statistical reports.  Experience with Human Resources Information Systems such as SAPHR and KRONOSs preferred. Ability to learn and be skilled on web-based platforms and computer software.
  • Must possess excellent customer service and problem-solving abilities and be a team player who keeps the organization’s best interest in mind.
  • Ability to work independently and efficiently in handling multi-task assignments and prioritizing work in a fast-paced work environment with often evolving work priorities.
  • Skill in both written and oral communications, with an ability to convey policies and/or procedures in a professional manner to all levels of the work force, and to develop training and briefing materials for managers and human resources staff.
  • Ability to formulate, interpret and implement directives, policies, rules, and federal regulations.
  • Ability to perform the full-range of supervisory duties.
  • Ability to demonstrate effective interpersonal communication and leadership skills to facilitate and organize a collaborative and cohesive team.
  • At least two years’ specialized experience in Human Resources Management. 

Education

A Master’s Degree in Human Resources Management or related field and a combination of minimum specialized experience preferred.
