Duties

Help

This position is with the Office of Inspector General, Office of General Counsel (OGC). The OGC is responsible for providing legal advice and services to the Inspector General (IG) with respect to audits, evaluations, inspections, and investigations of the DOI's programs, operations, and employee conduct; investigation of employee complaints; reports to Congress; and the government ethics program.

As a Supervisory Attorney-Adviser you will serve as the Deputy Counsel for General Law, overseeing and advising on legal matters pertaining to the oversight of the DOI's programs and operations:

  • Serves as the Deputy Counsel for General Law and operates with full authority for most personnel actions and management decisions concerning OGC General Law staff. Manages and directly supervises a staff that includes Attorneys, paralegals, law clerks, and legal interns that provide legal services and advice to OIG program and administrative offices.
  • Provides direction and supervision to all phases of the technical and administrative operations of subordinate staff to include planning and managing staff workload; establishing and communicating performance expectations; reviewing performance; and reviewing and editing work products. Reviews requests for legal assistance from a variety of sources and determines likely complexity of the matter and assigns issue to staff.
  • Provides legal advice and counsel to OIG management including the IG, Deputy IG, Assistant Inspectors General, and the General Counsel (GC). Acts for and assists the GC and one other OGC deputy in the management and operation of the OGC. Utilizes legal and policy-making skills to undertake special projects at the direction of the OIG leadership team. Activities include providing analysis and advice relating to proposed OIG policies, ethical conduct, personnel actions, and the development and implementation of special programs with other Federal, state, local, and tribal officials.
  • Reviews draft legal responses, policy statements, and similar communications prepared by subordinate Attorneys for soundness of legal research and interpretation. Edits, revises, and otherwise improves written products, such as semi-annual reports to Congress, reports of investigation, letters, memoranda, and legal analyses, as prepared by other OIG personnel. Advises on substantive legal matters encountered in audit, inspection, evaluation, or investigative work.
  • Interacts on legal and legislative matters with OIG leadership. Coordinates activities with other components of the DOI, other Federal agencies, and the Council of Inspectors General on Integrity and Efficiency (CIGIE). Actively participates in CIGIE meetings on behalf of the OIG.

Minimum, Required Qualifications for the GS-15:

  • Five years of professional legal experience after being admitted to the Bar in a State or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
Desired Qualifications:
  • While not required, previous supervisory or leadership experience and/or experience working for an Office of Inspector General is highly desired

Education

You must have earned a Juris Doctor from a law school accredited by the American Bar Association, be an active member and be in good standing of the Bar in a State or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
