Duties

Help
  • You will be responsible for the overall management, control, coordination and execution of assigned projects in his/her area.
  • You will apply an extensive knowledge of management concepts, principles, methods and practices as well as knowledge of methods, practices and processes of engineering.
  • You will independently review and study design plan, schedules and work according to priorities, time limitation, workload, and aptitudes.
  • You will establish methods, procedures and records necessary to carry out assigned functions and to ensure efficient operations.
  • You will increase value of products, services, reduces errors, improves productivity, increases responsiveness, and improves cycle time, improves first pass yield, and makes sound engineering decisions and recommendations.
  • You will resolve complex problems or problems where precedent may not exist.
  • You will produce products with fleet readiness and safety as a primary consideration, adheres to all compliance requirements related to engineering, administrative, safety and security.
  • You will maintain awareness of existing and new engineering methodologies/applications.
  • You will interface with other projects or programs.
  • You will provide professional engineering expertise, advice, and technical recommendations to other engineers, senior leadership, and program offices.
  • You will prepare and present proposals, plans and schedules, executes and coordinates projects.
  • You will coordinate with program managers, technical specialists and users, and establishes what is to be included in designs and design analysis, plans, specifications, studies and cost estimates
  • You will independently determine special/critical technical criteria to be used; appropriate administration and technical project limitations that apply to include funding constraints; alternatives to be evaluated.
  • You will perform and document Software/Hardware Quality and Reliability processes, methods, and techniques used to oversee combat systems and other equipment.
  • You will define priorities and prepare schedules for the completion of reviews for completeness and accuracy, and finalizes design document for compliance with regulatory constraints, current criteria.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS 10/11 equivalency) or pay band in the federal service or equivalent experience in the private or public sector applying principles, methods, tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

0800 Professional Engineering Series: Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must:(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET;or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions;
or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico;
or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A;
or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
