ANALYSIS
The incumbent is assigned projects and initiatives and provides analysis on a variety of facility space management issues. Expertise in analysis of space need requirements for a multi-campus healthcare facility and strong analytical skills are essential.

PLANNING
The incumbent engages senior leadership in all aspects of facility space planning and in the development of goals, objectives, and performance measures. The incumbent provides space planning expertise, identifying short- and long-term planning parameters required to adequately accommodate current and future space needs.

SPACE MANAGEMENT
The incumbent maintains a database documenting space allocation throughout the facilities. And facilitates access to the information by senior level officials.

LIAISON
The incumbent provides advice, recommendations, and expertise to senior leadership on current, new, or improved policies and procedures for space allocation, based in industry and government standard practices

COORDINATION and OVERSIGHT
Incumbent coordinates all aspects of space management for VANTHCS including scheduling and implementation of work with internal and external service providers; prepares, validates, and issues confirmed construction schedules, reviews and provides comment on construction drawings from external and internal sources, as appropriate, to provide best- practice project oversight.


Work Schedule: Monday through Friday, 8:00 AM to 4:30 PM or 7:30 AM to 4:30 PM

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/05/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • (1) Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations;
  • (2) Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied;
  • (3) Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization;
  • (4) Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity;
  • (5) Skill in conducting detailed analyses of complex functions and work processes; and
  • {6) Interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations . OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (TRANSCRIPTS REQUIRED).

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond only the Master's Degree level is qualifying. (TRANSCRIPT REQUIRED).

You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Work can normally be done while seated, or at computer keyboard. Frequent walking is required, particularly during the programming and data collection phases.

The work is typically performed in an adequately lighted and climate-controlled office and requires normal safety precautions, including OSHA regulations, particularly while at construction areas.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
