Duties

Help

This position is in the Office of Audits, Inspections, and Evaluations (AIE). The AIE manages, supervises, coordinates, and conducts audits, inspections, and evaluations relating to Department of the Interior (DOI) programs and operations, including, but not limited to, waste, abuse, and mismanagement in such programs and operations of the DOI employees, contractors, grantees, lessees, or any other persons or entities doing business with the DOI. As an Auditor, you will lead, plan, and perform complex audits, inspections, and evaluations of DOI programs and operations.

Major duties include:

  • Plans, performs, and leads complex projects, which include reviewing and auditing procedures, systems, and/or programs for efficiency and effectiveness and determining the extent of compliance with laws, regulations, and policies. Develops or assists in the development of audit, inspection, and evaluation plans. Adapts the plan to fit special circumstances encountered.
  • Determines relative significance of findings developed, assures that work performed supports conclusions reached.
  • Develops practical recommendations for corrective action.
  • Prepares audit, inspection, and evaluation work papers, interview summaries, and briefing materials covering review findings. Synthesizes final report to include material submitted by team members according to established guidelines.
  • Briefs internal management orally on the work performed.

  • Time-in-grade requirement - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • Auditors in the Office of Inspector General are subject to stringent restrictions on interest in, or ownership of, Federal lands and energy resources. An annual conflict of interest statement is required.

Minimum Qualifications GS-11 :
One year of specialized experience equivalent to the GS-09 grade level in the Federal service performing all of the following:

  1. Applying appropriate qualitative and quantitative analytical techniques and tools to a variety of assignments; AND
  2. Identifying, analyzing, and researching accounting and auditing issues.

OR

Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education (54 semester hours, 81 quarter hours, or the equivalent) leading to such a degree in a related field of study, which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Copies of college transcripts are required to support educational claims).

OR

Have a combination of appropriate specialized experience (as described below) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

Minimum Qualifications GS-12 :
One year of specialized experience equivalent to the GS-11 grade level in the Federal service performing all of the following:

  1. Planning and performing audit assignments.
  2. Developing recommendations for corrective action or improving operational efficiency; AND
  3. Preparing audit work papers.

Minimum Qualifications GS-13 :
One year of specialized experience equivalent to the GS-12 grade level in the Federal service performing all of the following:

  1. Developing audit plans to include scope, objectives, and procedures.
  2. Advising others on issues encountered in an audit.
  3. Writing, editing, and reviewing audit reports and work papers; AND
  4. Briefing management officials on work performed and findings.

Education

You must meet the Basic Education Requirement for positions in the Auditor series

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. Your background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
