Help

Duties for this position will include the following: 

  • Provide administrative support to Broadband Equity, Access, and Deployment (BEAD) leadership team, including scheduling, tracking priority activities, and team communications.
  • Conduct research and provide analysis on telecommunications policy and broadband-related topics.
  • Manage special projects to support BEAD efforts.

Qualifications

You must be a Recent College Graduates from qualifying institutions within two years of degree or certification (Veterans precluded by their military service obligation, will have up to six years to apply). 

Students with a transcript with a degree confer date on or before the closing date of this announcement will be considered for the Recent Graduate Program.  Graduation / expect graduation date MUST be indicated on your resume.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience MUST include all of the following: Dealing with issues related to the expansion and promotion of broadband infrastructure and digital inclusion in the United States, including understanding wired and/or wireless broadband networks, as well as successful state and local broadband initiatives and digital inclusion programs; and working in telecommunications-related public policy.

SUBSTITUTION OF EDUCATION: A master's or equivalent graduate degree OR 2 years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only graduate education in excess of 1 full year is qualifying for combination of education and experience.

IMPORTANT: The Pathways Recent Graduate Program has an education requirement. You MUST submit copies of all transcripts to include transferred hours (Unofficial transcripts are accepted at time of application). If selected, you will be required to provide "official" copies of all transcripts used to qualify for the position. All education requirements must be completed by close of this vacancy announcement.

PROGRAM COMPLETION AND CONVERSION: Upon completion of the minimum 1-year career development program, Program participants may, at agency discretion, be non-competitively converted without a break in service, to a career or career conditional appointment. There is no guarantee for conversion.

To be eligible for conversion, Recent Graduates must:
• Successfully complete the one year developmental period identified.
• Demonstrate successful job performance.
• Meet the Office of Personnel Management’s qualifications for the position to which the Recent Graduate will be converted.
• Complete 40 hours of formal interactive training within developmental period.
• Sign a Pathways Programs Participant Agreement upon appointment.
• Meet established goals outlined in the Recent Graduate’s Individual Development Plan (IDP).
• Recommended by supervisor/manager for conversion to permanent OR term position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The scored occupational questionnaire will evaluate you on the following competencies; please do not provide a separate written response:

  • Ability to manage competing project priorities with attention to detail.

  • Knowledge of telecommunications, broadband infrastructure deployment, and digital inclusion issues, including public policy and research.

  • Ability to develop materials for team and external stakeholders, including documenting best practices and public policy summaries.

If applicable, performance appraisals and/or Incentive award documentation may be submitted and will be forwarded to the selecting official as support in consideration of your application in the evaluation process. To receive due weight, you must submit a recent performance appraisal (dated within 18 months) showing the official rating of record, signed by a supervisor, or statement why the performance appraisal is unavailable (do not submit a performance plan) and/or incentive award documentation (i.e. superior performance awards, special act or achievement awards, quality step increases, etc..) Due weight shall be given to performance appraisals and awards in accordance with 5 CFR 335.103(b)(3), during the interview/selection process conducted by the hiring manager.
