Duties

Help
  • Develops detailed application systems design and software; performs testing, implementation and maintenance activities for projects or major aspects of projects assigned.
  • Maintains continued update of system specifications throughout the software life cycle; analyzes user requests for modification or major update of existing systems and redesigns the logical structure of the system
  • [cont'd] or system segment and data files to meet user requirements, assures that modifications and enhancements are evaluated using various analytical techniques.
  • Develops or oversees the development and maintenance of accurate, clear, concise and complete system documentation in accordance with Federal, and component standards, including: specifications, correspondence
  • [cont'd] and diaries, system/subsystem level documentation, program logic documentation, operations procedures, user manuals, program maintenance manuals, test plans and test analysis reports.
  • Implements corrective action for systems deficiencies discovered as a result of user contact, post-implementation review, quality assurance studies or other fact-finding methods.

Qualifications

Applicants must qualify for the series and grade of the posted position. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. To qualify for the 2210 IT Specialist series, applicants must demonstrate the following competencies:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition, to qualify for the GS-7, the applicant must have at least ONE of the following:
  • 52 weeks of experience at the GS-5 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such IT-related work involves assisting with, supporting, or performing systems analysis, design, development, or maintenance of networks, systems, software, or applications. Defining user or customer needs, establishing system requirements, providing systems administration or network support, developing code for web, mainframe, or mobile applications to solve defined problems, developing test cases, performing testing or validation, ensuring continuous operations of systems, applications, or networks, or maintaining or updating live systems, applications, or networks.
OR
  • A bachelor's degree and superior academic achievement. Superior academic achievement is defined as: (1) graduating with at least a 3.0/4.0 GPA; (2) graduating in the top third of the graduating class; or (3) membership in a national scholastic honor society. Educational degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR
  • One full year of graduate level study, or possess a Master's or higher degree, e.g., Ph.D., etc., in a field that provided the knowledge, skills, and abilities to do the work of the position. Educational degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
