Duties

Help
  • Oversees, administers and ensures the development, implementation, and coordination of a broad array of complex resource management programs.
  • Oversees/administers NCAs visitor service program to include wild land recreation (hunting, fishing, wildlife observation and photography) and outreach and education programs (environmental education and interpretation) for a variety of audiences.
  • Formulates, develops and implements fish and wildlife land/wetland management and biology initiatives and strategies.
  • Develops networks and builds alliances with stakeholders and partners.
  • Represents the BLM as a monument management expert with elected and appointed Federal, state and local government officials and employees.
  • Identifies possible conflicts with monument management objectives and using skill in persuasion to gain cooperation and achieve mutual goals.
  • Oversees, administers, and ensures the development of National Environmental Policy Act (NEPA) documentation including Environmental Assessments (EAs), Environmental Impact Statements (EISs), Endangered Species Act (ESA), etc.
  • Ensures all projects such as; land and aquatic conservation activities, habitat development, contaminant and restoration projects, etc., comply with the Department of Interior(DOI)/Bureau of Land Management (BLM) policies, regulations, and mandates.
  • Formulates, develops and implements long-range plans, strategies, and monument policy associated with all operations, fiscal requirements, personnel and property management, etc.

Qualifications

To Qualify at the GS-12 level: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level in the federal service. Specialized experience includes: demonstrated experience planning, organizing, implementing, and evaluating an array of complex resource management programs to include wilderness, wildlife, forestry, outdoor recreation, soil, water, and air, trail construction and maintenance, cultural resources, land and realty, and fuels/fire prevention; professional knowledge and experience in Natural Resources including Resource Management Plans (RMP), Federal Land Policy and Management Act (FLPMA), National Environmental Policy Act (NEPA), National Historic Preservation Act, and the Antiquities Act of 1906; experience and skills to lead, and perform administrative and personnel management functions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands: The incumbent typically works in an office setting with regular trips to the field via four-wheel drive vehicles, boats, fixed wing aircraft or helicopters. The work of the position requires the incumbent to occasionally walk moderately long distances over rough terrain during normal fieldwork.

Work Environment: Office work is accomplished in an adequately lighted and heated facility. When in the field, subject to injuries when walking in rough terrain and exposure to uncomfortable hot and cold temperatures. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
