Duties

Help
  • Life cycle management of Federal Government publications: performs a wide variety of technical services tasks associated with all aspects of life cycle management of government information within LTS.
  • Work specifically requires the incumbent to learn workflows including processes and procedures associated with content acquisitions, bibliographic control, library technical services support, serials management and quality control.
  • Content Acquisitions: identifies appropriate Federal Government information resources (monographs, serials, and other formats) to be acquired for all Programs in LSCM.
  • Uses knowledge of library technical service processes to make contributions to improve library technical services (LTS) operations. Serials Management: identifies information products that are serials and processes accordingly.
  • Customer Outreach: handles inquiries from libraries in the FDLP via Ask-GPO by researching and answering questions concerning issues related to acquisitions, cataloging, serials control and information product processing.

Qualifications

To qualify for the Librarian (Technical Services), PG -1410-9/11, you must meet the following requirements:

Basic Requirements: All librarians must meet the requirements for professional education in library science or possess equivalent experience and education as shown for PG-7.Applicants must meet the requirements specified in paragraphs A or B below.

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

OR
B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

At the PG-9 :
In addition to meeting the Basic Requirement for Librarians applicant must have 1 year of Specialized experience at the PG-7 (or equivalent) level or higher. Examples of qualifying specialized experience includes: In addition to meeting the Basic Requirement for Librarians applicants must possess at least 1 year of specialized experience at the PG-7 (or equivalent) level or higher. Examples of qualifying specialized experience includes: 1) A working knowledge of digital preservation principles and best practices 2) The ability to recognize any issues with the preservation of content published on CD-ROM and computer diskette 3) Working in a Federal/State or Private Depository Library or collections of U.S. Federal/State/Private documents 4) Experiencing in using Superintendent of Documents Classification; serial issue check-in and the processing of serial publications in the Integrated Library System (ILS).
OR
a 2 full years of progressively higher level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to the position.
OR
I possess any a combination of Specialized experience and Education as described above for PG-09 that equals to 100%.

At the PG-11:
In addition to meeting the Basic Requirement for Librarians applicant must have 1 year of Specialized experience at the PG-09 (or equivalent) level or higher. Specialized experience includes: . Examples of qualifying specialized experience include: 1) experience with creating and updating bibliographic records in an Integrated Library System for titles published on computer diskette and compact disk formats to be digitally imaged; 2) experience with creating MARC records, MARC to MARC xml transformation of bibliographic records, creating ingest metadata for a content management system and/or a preservation repository; experience of working with digital content received from vendors for packaging and ingest into a content management system and/or a preservation repository.

OR - I possess an undergraduate library sciences degree and graduate degree in a major field of study such as: journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics.

OR
I possess 3 full years of progressively higher level graduate education in library science or a doctoral degree (Ph.D. or equivalent) related to the position. NOTE: one year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of study. If that information cannot be obtained, 18 semester hours should be considered equivalent to 1 year)

OR

I possess any combination of either the Specialized Experience or Education for PG-11 as stated above that equals to a total of 100%.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a suitability.

This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.
