Duties

Help

This is a developmental position. At the GS 9 Grade Level, under the general supervision of the VRE officer; incumbent performs a limited range of case management responsibilities for training and employment services on a range of cases including those requiring special procedures. At the GS-11 and GS-12 grade levels, the incumbent will perform a full range of case management responsibilities, to include the following:

  • Will be assigned initial evaluation cases by the VREO in which the degree of difficulty in determining entitlement ranges from simple to complex
  • Independently carries through the full range of case management responsibilities for training and employment services on all types of cases including those requiring special procedures.
  • Will be assigned evaluation cases which range in degree of difficulty range from minimal to extreme.
  • Must operate with minimal need for supervision and may be assigned as team leader over casework performed by lower grade VRC's.
  • Will provide supervision to assigned work study students as well as develop and oversee mentoring programs, mentors and potential volunteers.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. When promotion potential is shown, the agency is not making a commitment and is not obligated to provide future promotions to you if you are selected. Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

You may qualify based on your experience and/or education as described below:
Specialized experience may have been gained while working with vocational rehabilitation service programs at the Federal, State, Local or private sector levels which required performing initial evaluations; entitlement determination; rehabilitation planning; problem solving; case management, including coordination of all rehabilitation services; case documentation; employment service; administration and interpretation of vocational testing; instructing and interaction with a variety of adults clients, professionals and potential employers; Interpreting and applying Federal and State vocational rehabilitation laws and regulations in the provision of services to disabled adult clients; Providing individual counseling to emotionally and physically disabled adults; and coordinating the service necessary to prepare mentally and physically disabled adults for suitable employment.

NOTE: SUBSTITUTION OF WORK EXPERIENCE ONLY APPLIES TO THE INTERNSHIP REQUIREMENT. IT DOES NOT REPLACE OR SUBSTITUTE THE BASIC EDUCATIONAL REQUIREMENT OF A MASTER'S DEGREE.

This position is covered by a single agency qualification standard, VA Handbook 5005/6, part II, appendix F2, dated June 3, 2004. All applicants must meet the Basic Educational Requirements and Specialized Experience described below, to qualify.

BASIC EDUCATIONAL REQUIREMENT: Satisfactory completion in an accredited college or university of all the requirements for a master's degree in rehabilitation counseling, including an internship; or a master's degree in counseling psychology or a related field, including 30 semester hours of course work in foundations of rehabilitation counseling, human growth and development, counseling theories and techniques, vocational assessment, career development, job placement, case management, and medical/psycho-social aspects of disability. Total graduate study must have included or been supplemented by a supervised internship. [For master's degree programs without a supervised internship/practicum, substitution is allowed for successful professional experience following completion of the master's degree. Experience suitable for substitution must be one full year in direct delivery of vocational rehabilitation services to adults with disabilities in rehabilitation programs, other than those in correctional facilities. The experience or internship/practicum must have been supervised by a professional in vocational rehabilitation or a closely related professional field that typically has oversight for vocational rehabilitation programs.]
NON QUALIFYING EXPERIENCE: Vocational rehabilitation experience obtained prior to completion of the requirements for the master's degree is not qualifying.

You will be rated on work experience and knowledge obtained in the last 5 years as it pertains to vocational rehabilitation counseling, case management techniques, diagnostic assessment processes used in vocational/educational/rehabilitation, personal adjustment counseling and effect of disabilities on employability.

There is no substitution of work experience for the basic educational requirement.

  • Qualified Category - Candidates who meet the minimum qualifications requirements.
Note: Candidates eligible for veterans' preference will be placed ahead of other candidates in the appropriate category for which they have been rated. Additionally, preference eligibles who have a compensable service-connected disability of at least 10 percent and who meet the minimum qualification requirements will automatically be placed in the best qualified category.

Education

The primary degree required under this single-agency standard is Rehabilitation Counseling. For related degree programs other than Rehabilitation Counseling the focus of the master's degree program must have been on rehabilitation counseling as evidenced by the coursework required for the degree.

GS-9: Must meet the basic educational requirements listed above.

GS-11: Basic educational requirement AND Specialized Experience: In addition to meeting the Basic educational Requirements stated above, one year of post-graduate level professional vocational rehabilitation counseling experience, equivalent to the GS-09 level is required. OR In addition to meeting the basic educational requirements, successful completion of 3 full years of progressively higher level graduate education or a Ph.D. (or equivalent doctoral degree) in rehabilitation counseling or counseling psychology.

GS-12: Basic educational requirement AND Specialized Experience: In addition to meeting the Basic educational Requirements stated above, one year of post-graduate level professional vocational rehabilitation counseling experience, other than those in correctional facilities, equivalent to the GS-11 level is required.

Awarded/Conferred Master's Degree is required and must be reflected on transcripts. Transcripts (unofficial and/or official) must show evidence of a supervised internship and must also show that the degree has been awarded/conferred and the date awarded.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
