College graduates who have received a baccalaureate or graduate degree within the last 2 years OR Former military service members who have received a baccalaureate or graduate degree may be appointed no later than two years after the date the individual was released/discharged and who have completed at least four years active service. The intervening period of uniformed service must prevent the individual from applying within the standard two-year period for applying after completing a degree.

Duties

Help
  • Assist in preparing and implementing strategic outreach plans. Works closely with the Strategic Workforce Team, EEO, Supervisors and others to further agency goals regarding diversifying our workforce.
  • Performs research for a variety of training and development initiatives.
  • Serves as the point of contact for training requests.
  • Utilize Human Resources Systems to process a variety of personnel actions.
  • Generate and analyze various data extracts and reports from automated HR databases.
  • Tracks probationary periods and mandatory training requirements for employees and follows up with Management when deadlines are not met.
  • Establish relationships and build partnerships with external organizations to increase outreach efforts.

Qualifications

In addition to meeting the eligibility requirements for a Recent College Graduate, you must meet the the specialized experience outlined below.

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

To qualify for the GS-07, you must have one year of specialized experience equivalent to the GS-05. Examples of specialized experience may include: General knowledge of training activities in order to coordinate and analyze a variety of data and processes, prepare training schedules, and effectively communicate with and obtain cooperation of agency personnel. Knowledge of office automation systems to use several types of software for various office needs. Experience researching and interpreting guidelines, regulations, and directives. Experience or ability to evaluate and analyze training/outreach initiatives to make recommendations for short- or long-term training needs and outreach plans. Skill to establish relationships and build partnerships with external organizations to increase outreach efforts.
OR 1 full year of graduate level education, Superior Academic Achievement, or a combination of qualifying education and specialized experience.

Superior Academic Achievement may be used to determine eligibility for applicable GS-7 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university. Applicants may qualify for the GS-7 based on Superior Academic Achievement in one of three ways: grade point average, class standing, or membership in a national scholastic honor society. (See OPM's General Policies, Application of Qualification Standards Section 4.f.)
-GPA: GPA of 2.95 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.45 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
-Class Standing: Applicants may qualify if they have graduated and were ranked in the top third of the graduating class.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Work is sedentary in nature. May require visiting other offices. Occasional travel may be required.

Work Environment: Work is performed in an office environment with adequate lighting and ventilation.

Education

Transcripts must be submitted for proof of Recent College Graduate eligibility. To be eligible you must meet one of the below criteria:

1. Have earned a baccalaureate or graduate degree from an institution of higher education as defined in 20 U.S.C. 1001(a) and apply under this hiring authority within 2 years of receiving such degree.
OR
2. Have earned a baccalaureate or graduate degree from an institution of higher education as defined in 20 U.S.C. 1001(a) and has completed a period at least four years of intervening obligated service in a uniformed service and has been released or discharged within the last 2 years.

You will be evaluated for this job based on how well you meet the qualifications above.
