Summary

This position is located in the Bureau of Justice Assistance (BJA), Operations Office, Administrative Services and Communications Team. This team leads BJA in the marketing, development and implementation of tools to support BJA via strategic planning communications and technical support. The Program Specialist works with a variety of contracts and functions as a Contracting Officers Representative (COR). The position is located in Washington D.C.

Provides advice and guidance, including interpretations, opinions, or decisions, regarding a full range of programs or policies to include the Denial of Federal Benefits Program. Consultations involve assessment of program or policy conditions, phenomena, or anomalies. Monitors grantee and contractor performance and project progress, to identify substantive or administrative problems, taking corrective action when needed. Delivers information and assistance on various programs and projects to BJA managers, other OJP officials, grantees, contractors, etc., regarding program/contract content, operations, issues, problem resolution, and similar matters.

Serves as the BJA Contractor Officer's Representative (COR) for multiple contracts, to include the Denial of Federal Benefits Program contract. Manages the contracts to keep contract costs within allotted budgets. Keeps supervisor informed of contract spending, forecasted burn rates, and other financial requirements and issues. Develops performance standards and quality assurance surveillance plan for each contract and implements the monitoring steps to ensure that BJA receives high-quality, timely products and services.

Plans and manages varied and complex technical projects from the concept development stage through implementation and management. Develops long range project management plans for efficient and effective project implementation of multiple contract projects, including computer matching agreements for the Denial of Federal Benefits program and administration of the performance measurement process. Works with the Communications Director to create and maintain policies and procedures (or standard operating procedures) for the agency.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include: experience related to contract administration program issues that contained complicating elements requiring the adaptation of analytical techniques and evaluation criteria for the measurement and improvement of program effectiveness and/or organizational productivity; advising on contract administration issues or problems that impacted large, complex projects and/or programs; performed contractor performance evaluations of interrelated issues, such as effectiveness, efficiency, and productivity, affecting substantive, mission-oriented programs; contractor administration activities specific to the Denial of Federal Benefits Program; or developed administrative policy guides for substantive contractor administrative activities.

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

Knowledge of the rules, policies, and regulations regarding contract performance monitoring.
Ability to provide advice and guidance on contract administration business and program management issues.
Ability to analyze contract administration issues/problems and recommend solutions.
Ability to plan and execute work.
Ability to communicate in writing.
Ability to communicate effectively other than in writing.

TIME-IN-GRADE REQUIREMENT: Status applicants for promotion must have 52 weeks of service at the next lower grade by the closing date.
