Clarification from the agency

The area of consideration for this position is all groups of qualified individuals within the civil service, Senior Executive Service (SES) reinstatement eligible, and SES Candidate Development Program certified graduates with noncompetitive eligibility. Duties

Help

In consultation with the Inspector General and Deputy Inspector General, the incumbent sets the priorities and vision for preparing an annual plan of approved audits in accordance with overall priorities and resources.

  • Identifies areas for potential audits through research of overall agency programs, resources, and prior year audits.
  • Proposes and directs the performance of all audits relating to the programs and operations of the agencies that OIG oversees.
  • Devises innovative techniques to perform audits designed to promote economy, efficiency, and effectiveness in the administration of agency programs and operations.
  • Ensures implementation of audit standards, procedures, and guidelines consistent with the standards established by the Comptroller General of the United States.
  • Reviews and monitors the production performance of overseas regional offices and headquarters audit staff consulting with managers on operating problems and arranging for special studies to identify causes and required corrective action.
  • Monitors audit report follow-up systems. Analyzes and combines results of audit follow-up tracking by regions and program audit managers and develops periodic status reports.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent or above. To meet the minimum qualifications of this position, you must possess and address each Executive Core Qualification (ECQ) and Mandatory Technical Qualifications (MTQ). We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST submit a resume and in a separate document address the MTQs. Any ECQs submitted will not be considered. Your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and year of certification. Submit proof of your status to be considered eligible for the position (SF-50 showing career status in the SES or reinstatement eligibility, or documentation from the CDP showing OPM certification of your ECQs). Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position.

EXECUTIVE CORE QUALIFICATIONS (ECQs): All required applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. If you fail to do so, you will be rated as "ineligible". Additional information on ECQs is available at http://www.opm.gov/ses/recruitment/ecq.asp Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. ECQ write-up cannot exceed 10 pages.

A. MANDATORY TECHNICAL QUALIFICATIONS (TQs)

MTQ 1 - Expert knowledge and experience of performance auditing, attestation, and financial statement auditing principles, techniques, and practices needed to interpret and apply Generally Accepted Government Auditing Standards (GAGAS) and Generally Accepted Auditing Standards (GAAS) to ensure a scope and quality of work that is meaningful to a wide range of users.

MTQ 2 - Demonstrates an enterprise perspective in planning for and leading a large audit organization that conducts complex, multi-location audits. The incumbent must possess an awareness and understanding of individual and organizational responsibilities in relation to government-wide strategic priorities.

MTQ 3 - Knowledge of personnel management policies relative to the responsibilities of a supervisor in areas such as employee relations, recruitment, and performance management.

B. EXECUTIVE CORE QUALIFICATIONS (ECQs)

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Leadership Competencies: Creativity & Innovation, External Awareness, Flexibility, Resilience, Strategic Thinking and Vision.

ECQ 2- Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. ECQ 3 - Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving and Technical Credibility.

ECQ 4 - Business Acumen: The ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Technology Management and Human Capital Management.

ECQ 5 - Building Coalitions/Communications: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Influencing/Negotiating, Oral Communication, Partnering, and Political Savvy.

Qualifications Approval and Probationary Period: Persons newly selected for a career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

This is a Tier I SES position as described per USAID OIG policy directive 4044. The Tier I maximum rate of basic pay is equivalent to the maximum rate of basic pay of EX-II as authorized under 5 U.S.C. § 5382 and 5 CFR Part 534 for a certified SES performance appraisal system.

Our Office of Audit conducts audits and other engagements of programs and operations across the agencies we oversee in accordance with various statutory standards and authorities.
