You will serve as a Public Affairs Specialist and be responsible for serving as the Community Liaison at the National Coast Guard Museum with responsibilities to the Deputy Director for planning, coordinating and directing community relations; media operations; liaison between National Coast Guard Museum land the public.  

Being a Coast Guard (CG) civilian makes you a valuable member of the team. Typical work assignments include:

  • Preparing and reviewing information material for dissemination to various publics for security, propriety and conformance to Coast Guard policy.
  • Identifying and analyzing communication needs, concerns and attitudes of various publics as they relate to programs, policies and activities of the community and its higher headquarters.
  • Developing and implementing communication plans to inform affected publics of ongoing initiatives.
  • Conducting appropriate research and participating in the formulation of plans and policies to assure direct consideration of public information and public relations implications of planned actions.
  • Evaluating trends in public opinion to determine public attitudes and perceptions and to identify and relate National Coast Guard Museum policies with community interest.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the line of work.

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience includes the following: 

  • Planning and directing all aspects of the Community Liaison program. This includes: establishing and maintaining effective relationships with both external and internal publics; developing written and oral presentations transmitting information concerning programs and activities; developing recommendations for improvement of Community Liaison program based on analysis of feedback from affected or interested audiences, both in person and virtual; and 
  • Planning and coordinating a Community Liaison program and analyzing a variety of feedback from external and internal audiences in developing recommendations for management on the overall improvement of the Community Liaison program.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Skill in developing new information materials, writing and reviewing a variety of articles, news releases and speeches in conveying information and clarifying the museum’s operations, programs and activities to specialized audiences and general public.
  • Skill in making oral presentations to various internal and external groups informing them of programs, objectives and activities.
  • Ability to establish and maintain effective working relationships with local media representatives and community groups sufficient for providing representatives of the print and broadcast media, trade associations, and industrial representatives with timely and accurate explanations of USCG policies and regulations.
  • Ability to apply a variety of analytical techniques in gathering, analyzing and evaluating complex data and developing appropriate recommendations.
