This is a highly specialized File Clerk position located within the Business Office, Health Information Management Section of the VA Medical Center in St. Cloud, MN. The incumbent is responsible for maintaining a system of paper medical records including the master index of all patients treated at the medical center, and serves as a "Scanning Specialist," receiving, indexing, scanning, and filing health and administrative information.

Help

Duties include, but may not be limited to the following:

  • Performs the receipt, intake, scanning, indexing, quality control, destruction, and transfer of health and administrative information.
  • Scans documents electronically into computerized databases (i.e., imaging); ensures the documents are associated to the correct patient record; and confirms record integrity and reviews the image quality.
  • Reviews documents for scanning criteria and ensure necessary medical/administrative information meeting the criteria is integrated into the appropriate database through personal computer scanning software and hardware.
  • Maintains confidentiality of all electronic records and paper components of the health record; follows appropriate procedures when mailing and disposing of health information; and ensures sensitive health records are maintained in an extra-secure manner and available only to requestors in the scope of their official duties.
  • Searches and obtains from files previous correspondence or related subject matter and forwards the assembled material to the proper official for action.
  • Maintains an up-to-date master file of all administrative circulars, notices and publications and provides complete sets to field offices upon request.
  • Utilizes a computer to perform a wide variety of record keeping, correspondence, and tracking operations; and performs filing, retrieval, and clerical duties associated with the retention, maintenance, disposition, guardianship, and control of health records in both terminal digit and alphabetic filing systems.
  • Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/14/2022.

Quality Ranking Factor: This position has a quality ranking factor. Quality ranking factors are knowledge, skills, and abilities (KSAs) that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance (can be learned within the first 90 days). Applicants who possess such KSA's may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSAs.

For this position, candidates who are well-versed in medical terminology will be ranked higher than applicants who are not. A certificate or associate degree in medical billing and coding or health information technology is not required, but may be helpful in determining an applicant's level of knowledge in medical terminology. Related experience includes medical assistance/clerical work that required the use or understanding of medical terminology.

You may qualify based on your experience and/or education as described below:

  • General Experience: To qualify based on experience, you must have one year (52 weeks) of progressively responsible clerical, office, or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position being announced. Examples of qualifying general experience include, but are not limited to: answering and directing phone calls, taking and distributing messages, reviewing files and records to answer requests for information; following procedural instructions in an office setting (e.g. records disposal or mail systems); performing filing tasks (e.g., segregating documents requiring action from those providing information, classifying materials by subject matter, sorting documents by type or form name, sorting types of correspondence, and billing documents); using indexes, cross-references, or other finding aids to locate material in files; checking and entering data; updating and maintaining databases; typing documents and correspondence. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university for which a high school graduation or the equivalent is the normal prerequisite.   • Combination: Combination of successfully completed post high school education and experience may be used to meet total qualification requirements. (Transcript Required)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary; however, there may be lifting and carrying of bulky records and/or boxes, usually not exceeding 50 pounds.

Education

A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Transcripts must be legible and contain sufficient information (e.g., student name, total number of credits completed) to show you meet the requirements as specified in the announcement.

One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school.

Combining Education and Experience

Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. The following are examples of how education and experience may be combined. They are examples only, and are not all inclusive:

  • An applicant has 8 months of qualifying experience and 20 semester hours of college. The applicant meets 67 percent of the required experience and 33 percent of the required education. The applicant meets 100 percent of the total requirements and is qualified for the position.
  • An applicant has 4 months of qualifying experience and 1 year of business school. The applicant meets 33 percent of the required experience and 50 percent of the required education. The applicant meets 83 percent of the total requirements and is not qualified for the position.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
