Duties

Help

The Office of Audit conducts financial and performance audits to determine the efficiency, effectiveness, and compliance of Agency business operations and financial management. Audits assess the potential for fraud, waste, and abuse; the award and management of grants and contracts; management of information technology; and ways to realize cost savings and other efficiencies.

In a developmental capacity, the ideal candidate will perform the following duties:

  • Participate in the design and development of a comprehensive approach to answer significant questions involving non-complex Agency wide programs.
  • Provide program and policy analysis; process improvement; data analytics; contracts, grants, and other assistance agreements; financial management; and/or environmental programs and issues.
  • Conducts non-complex assignments and assists with selected aspects of more complex assignments targeting various programs carried out by the Agency, state agencies, grantees, or contractors.
  • Clearly communicate issues and findings orally and in writing. Assisting in developing written reports and written guidance in a variety of formats (e.g., narrative, graphs, charts, etc.) using a variety of software packages (e.g., Word, Excel, PowerPoint);

Candidates will be considered on the basis of the applicability of their education to specific EPA OIG assignments.

Participate in the design and development of a comprehensive approach to answer significant questions involving non-complex Agency wide programs.

This is a Public Trust Position. Employment in this position requires a background investigation. You are applying under Delegated Examining and if selected under this authority, you will be required to serve a 1-year probationary period, even if you are a transfer from another federal agency.

Qualifications

All applicants must meet one of the following requirements to be determined eligible:

Financial Auditors and Attestation Auditors

Basic Requirements:

A. Bachelor’s or Higher Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

or

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting one of the above series basic qualification requirements, applicants must also possess a minimum of 1 year (52 weeks) of specialized experience to at least the next lower grade level or equivalent band level of responsibility in the Federal Service OR meet through additional education described OR a combination of education and experience.  Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.    Example of specialized experience includes:

GS-07:

1) Working as a trainee auditor applying a practical application of accounting principles, audit standards, procedures and technology;

2) Verifying that accounting systems are set up and maintained according to accepted accounting principles;

3) Examining program documents as well as previous audit reports to determine compliance with governing regulations; AND

4) Assisting in preparing charts, tables, graphs and other exhibits to aid in the presentation of audit findings.

-OR- 

1 year of graduate-level education or superior academic achievement (SAA). 

In order to be creditable under the provision, superior academic achievement (SAA) must have been gained in a curriculum that is qualifying for the position to be filled. SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 

Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Applicants must have a grade-point average of:

  • 3.0 or higher out of a possible 4.0 as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; OR
  • 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  • These honor societies are listed by the Association of College Honor Societies.

Combination of education and experience.

GS-09:

1) Performing practical application of accounting principles, audit standards, procedures and technology;

2) Verifying that accounting systems are set up and maintained according to accepted accounting principles;

3) Examining program documents as well as previous audit reports to determine compliance with governing regulations; AND

4) Presenting charts, tables, graphs and other exhibits to communicate audit findings and recommendations

-OR- 

2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.

-OR- 

Combination of education and experience.

GS-9: Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, if related to the duties of the position OR 1 year of specialized experience equivalent to a GS-7.
