Summary

Serves as the Logistics Management Specialist with responsibility for direction and control of logistics planning that include multiple activities and may include geographically separated areas where no supply chain management personnel are assigned. Help

Duties include but are not limited to the following:

  • Recommends alternate courses of action in resolving problems.
  • Troubleshoots and resolves issues where supply chain deficiencies affect the organizations mission.
  • Performs logistical assessments of strategic supply support and alerts management of systemic problems.
  • Develops ongoing strategic analyses across supply chain activities and recommends solutions for improvements.
  • Reviews, interprets and applies processes when making recommendations to corrective measures.
  • Makes final review and recommendations on regulatory compliance and accuracy of supply chain management processes.
  • Reviews, coordinates, and integrates commodity management of assets.
  • Determines current and future supply (procurement and maintenance) requirements.
  • Directs item distribution to storage locations.
  • Provides disposition instructions for recess and dormant material at a facility.
  • Makes recommendations and/or proposed plans for implementation cost saving methods.
  • Provides detailed data analysis.
  • Determines underlying causes of deficiencies to identify supply chain problem areas.
  • Conducts special surveys as necessary.
  • Prepares detailed reports by conducting cost analysis.
  • Develops automated tools to support maintenance supply chain management research, simulation and analysis.
  • Disseminates logistical information to field facilities.
  • Communicates opinion for short- and long-range supply plans and programs.
  • Writes and develops documentation of supply chain policies and procedural directives.
  • Advises all supply chain personnel of new and pending changes in policies and procedures.
  • Provides authoritative technical advice concerning logistics and general supply matters.
  • Develops supply chain metrics that identifies business objectives and goals.
  • Performs cost containment strategies, ensuring the effectiveness, quality and economy of operations.
  • Participates in the development of education and training documentation.
  • Researches and studies best practices in the supply industry.
  • Collaborates with leadership personnel in developing supply chain management strategies.
  • Establishes procedures for the integrated efforts of supply chain management operations and supported activities.
  • Initiates and tracks forecasting actions on assigned items for future requirements.
  • Monitors progress, on a continuous basis, of procurement actions, inventory and major items.
  • Collects facts and information to formulate new concepts in marketing strategies for contractors and suppliers.
  • Reviews work in progress and prepares reports/briefings as required.
  • Participates in the development of supply chain management practices, focusing on long range planning improvements.
Work Schedule: Monday-Friday 8:00 am to 4:30 pm
Telework: Eligible for telework 1-2 days a week after probation period.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/27/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Placement Factor: VHA logistics experience in multiple sections (Non- expendable, consumable, acquisition etc), will be expert level Microsoft Excel user. Experience with Supply reports such as SCOOP. Will have high level big picture thinking skills and data analysis skills.

You may qualify based on your experience described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Comprehensive knowledge of supply chain logistical requirements of the health care system to support optimization of logistics operations and related support functions with management information that is transparent in terms of accountability, quality assurance, asset management, requirement of determination process and their interrelationships including the financial interfacing and readiness reporting requirements.
  • Knowledge of the entire supply chain process to include integrated relationship with Product Lifecycle Management, Supply, Sales and Distribution, Inventory Management, Warehouse Management, Manufacturing, Remanufacturing, Maintenance, Financial Management and the Electronic Date Warehouse.
  • Knowledge of VA Logistics program goals, sequence and timing of key events and methods of evaluating accomplishments to successfully support assigned initiatives.
  • Knowledge and skill in using automated supply database for supply management determinations.
  • Ability to utilize analytical and statistical methods and procedures including electronic date processing and fiscal management techniques.
  • Knowledge, skill and ability to plan, organize and work with others to negotiate effectively with management to accept and implement recommendations requiring significant changes in business operations and ensure integration with ongoing initiatives.
  • Knowledge of evaluation and measurement techniques to ensure attainment of higher command objectives and goals for assigned systems and programs.
  • Knowledge and experience necessary to interpret and analyze metrics/statistical date and ability to reduce such date to clear, precise written summaries, reports, recommendations, etc. Knowledge and ability to assess training needs of varied groups and to develop, present and evaluate the effectiveness of training plans, materials, classes, etc. Thorough knowledge of general computer systems and applications.
  • Extensive knowledge of the elements of integrated supply management such as cataloging, packaging, requirements determination, procurement direction and distribution management to determine the adequacy of computer programs in meeting voluminous and diverse supply information requirements. Ability to analyze and resolve difficult issues and problems regarding the type and structure of date to be included in new and modified automated supply systems.
  • Skill in analytical techniques and methodologies to analyze, evaluate and recommend program improvements to ensure comprehensive mission support.
  • Comprehensive knowledge of hospital management and policy administration, supply chain information system best practices, critical thinking skills, as well as a strong understanding of budgets, financial strategies, materials management information systems and process improvement techniques.
  • Skill in oral and written communications to prepare briefings, reports, correspondence and to present briefings to senior level executives and supervisory staff, and other agencies (higher, lateral, or lower echelon); and to serve as a point of contact and advisor for auditors, inspectors and investigators for explanation and justification of overall local policies and procedures used within the logistics process.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
