Duties

Help

Oversees FDIC consumer research, ensuring high-profile research initiatives achieve strategic objectives and supporting the development of publication-worthy self-directed research by professional economists, researchers and analysts.

Establishes goals, identifies resource needs, assesses and mitigates strategic and operational risks.

Ensures the work of the Section is conducted in accordance with FDIC core values and policies.

Develops internal and external relationships to facilitate the production and dissemination of research, aid situational awareness, and promote the section, its members and FDIC consumer research.

Continuously builds an inclusive, high-performing and team-oriented culture.

Exercises responsibility for directing the work and personnel resources.  Responsible for the management and effective utilization of personnel; the preparation of performance evaluations; and the recruitment, selection, training, and development of economists and other personnel.

Ensures that EEO and diversity plans and programs, performance measurement, employee development, and other personnel oriented factors are executed equitably and are consistent with corporate policy, legal requirements, and the mission of DCP.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. In order to qualify, applicants must have one year of specialized experience in a government agency (equivalent in the federal government to CG/GS-14 or above) or private industry. Specialized experience is defined as experience directing or leading economic research projects in program areas related to consumer or household financial decision making, consumer financial services, community economic development, or depositor and consumer protection that resulted in either (1) one or more research reports released publicly by a government entity or think-tank or (2) one or more articles published in peer-reviewed journals.

You will be evaluated for this job based on how well you meet the qualifications above.

If you are found minimally qualified, a rating panel will review your qualifications and experience. The rating panel will place applications in one of three categories: Best Qualified, Highly Qualified, or Qualified. These category assignments are a measure of the degree in which your background and responses to the assessment questions match the competencies/knowledge, skills, and abilities (KSAs) listed below. Within these categories, candidates eligible for veterans’ preference will receive selection priority over non-veterans.

Top ranked (Best Qualified) candidates will be referred to the selecting official for further review and consideration.

  1. Knowledge of sophisticated research methods as they apply to consumer financial services and more general consumer research topics.
  2. Knowledge of consumer research literature, consumer financial products and services, and economic inclusion strategies.
  3. Ability to identify research projects and goals that advance strategic organizational objectives.
  4. Ability to apply organizational skills and attention to detail to manage a professional research program within the bounds of applicable policies and procedures.
  5. Ability to anticipate and develop plans to mitigate strategic and operational risks and otherwise manage complex empirical projects involving multiple personnel, resulting in authoritative findings and conclusions.
  6. Ability to develop and maintain a network of professional contacts.
  7. Ability to foster a professional team environment that promotes collegiality, engagement, critical thought, and productivity.
  8. Knowledge of program management, including effective planning and utilization of budget, personnel, and financial resources.
  9. Knowledge of strategies to promote diversity and inclusion in the workplace and the ability to apply them in a professional context.
