This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be:

  • 1st Area of Consideration: Current permanent Facility (including satellites) employees.
  • 2nd Area of Consideration: Current permanent VA employees (including VEOA Status).
  • 3rd Area of Consideration: All other Status candidates.
Major duties and responsibilities of this position include, but are not limited to, the following:
  • Working with serious and complicated recovery patients with very complex mental illnesses.
  • Assisting Veterans in developing empowerment skills and combating stigma through self advocacy.
  • Assisting Veterans to articulate personal goals for recovery through the use of one-to-one and group sessions.
  • Providing individual and group counseling, and making appropriate referral to the community or other professional resources as necessary for effective rehabilitation.
  • Assisting in obtaining services that suit the individual's recovery needs.
  • Assisting in studies to analyze programs and data.
  • Participating in the service, training, consultative and other professional activities of the rehabilitation treatment program.
  • Developing contacts with housing providers, public and private, throughout the Martinsburg VA's catchment area, to build a network of housing options for Veterans.
  • Acquiring or following up on acquisition of documents, reports, or information that are needed for social work treatment planning.
  • Making telephone calls or personal contacts on behalf of social workers to physicians, nurses, families, significant others, community nursing home personnel, or community agencies.
  • Documenting all Social Work Service activities in the patient's medical record in accordance with service and medical center policies.
Work Schedule: Monday to Friday, 08:00 AM to 04:30 PM.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/24/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a (GS-07) position you must have served 52 weeks at the (GS-05). The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Minimum Requirements: The following are minimum requirements for appointment as a Social Work Associate in the Veterans Health Administration (VHA), which all applicants must meet:

  • EDUCATION: Bachelor's degree from an accredited college or university in major fields of study such as: social welfare, sociology, psychology, public administration, philosophy, education, anthropology, history, economics and/or English.
  • DRIVER'S LICENSE REQUIREMENT: A driver's license in the State or Territory in which assigned is required for this position. If required, candidates must pass a Federal service driving test.
Grade Determination:

GS-07:
  • EXPERIENCE: One year of experience as a social welfare worker or social work assistant in a voluntary, public, social, or health agency. Qualifying experience must have been of a quality and scope to enable applicants to perform assignments typical of the grade level for which considered. For GS-7, applicants must have had 1 year of experience at a level of difficulty and responsibility equivalent to the next lower grade (GS-05) in the Federal service. One year of specialized experience equivalent to at least the next lower level in the normal line of progression is qualifying for positions above the GS-5 level. Specialized experience is experience in a program of direct social welfare services that required the application of program policy and operations knowledge in providing social welfare services and/or assisting social workers.
You will be rated on the following Competencies for this position:

  • Communication.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: A significant amount of walking throughout the Medical Center is required for face-to-face contact with patients, family members and medical center staff. Additionally, The Social Work Associate will be expected to work in the community in developing and maintaining a list of housing resources.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
