Summary
This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Resilience and Food Security, Center for Water Security, Sanitation and Hygiene, at the U.S. Agency for International Development (USAID).

Planning and monitoring policies, programs, and projects dealing with the challenging problems in water and sanitation, while observing workers' performance; demonstrating and conducting work performance critiques.
Provides technical leadership on water issues. Exercises recognized technical leadership, creativeness, and exceptional judgment in planning and implementing unique projects and programs.
Conceives, initiates, plans, and monitors policies, programs, and projects dealing with challenging problems in water and sanitation.
Advising USAID in its legislative mandate in facilitating and coordinating USG activities in water and sanitation assistance and serving as a liaison between USAID and other USG agencies involved in sectoral programs in developing countries.
Working with technical experts in RFS and other Bureaus in preparing guidance, developing agency consensus around water and sanitation guidance, and securing appropriate levels of review, clearance and approval.
Performing pre-project planning duties, such as concept development, and programming design for projects.
Must be able to obtain and maintain a Secret clearance.

Qualifications
Basic Requirements:
Degree: Bachelor's or graduate/higher level degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Specialized Experience:
GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) experience implementing strategic direction and guidance to field programs for the assessment and improvement of program effectiveness or the improvement of complex processes within the water and sanitation field; (b) experience managing or providing technical oversight to programs devoted to extending and adapting methods and existing approaches to investigate critical and obscure water and sanitation problems; (c) experience interpreting and advising on the wide range of administrative laws, policies, regulations, and precedents applicable to the administration of water and sanitation programs, and their interface with implementing foreign assistance.
