This is an exciting position that offers substantial opportunity to have a positive impact and influence policy. The Director provides executive-level leadership in strategic execution, budget formulation, presentation and implementation. This position provides policy and budget guidance to the highest levels of GSA leadership, including the Administrator, Deputy Administrator, CFO, Deputy CFO, Commissioners of the Public Buildings Service (PBS) and Federal Acquisition Service (FAS), and Heads of Staff Offices. The Director collaborates closely with the Office of Management & Budget (OMB) and Congressional staff on the GSA budget. The Director has substantial responsibility for codifying operating norms and making targeted improvements to accuracy, customer service, and delivery.
The Director oversees:
Management of the GSA Budget Process. The Director of Budget is responsible for the formulation and justification of GSA’s budget submitted annually to the Office of Management and Budget (OMB) and to Congress, which includes:
Providing leadership and direction of all GSA budget execution functions, including all funds commitments and funds certifications for obligations of all GSA funds.
The direction, planning and review of all components of GSA's performance-based budget process, assuring the integrity of the information reported.
Working broadly across OCFO and GSA to connect business execution planning and data to budget formulation.
Direct and manage the strategic planning, formulation, execution, and presentation of all GSA budget administration operations.
Provides leadership and recommendations to the CFO and the Administrator regarding investment decisions and trade-offs both within and across funds, accounts, and offices.
Management of the Office of Budget. The Director of Budget is responsible for providing leadership and support in achieving the mission of the OCFO:
Working across functional organizations within OCFO to guide and respond to a broad range of financial management issues.
Overseeing the day-to-day management and supervision of Office of Budget professional and support staff.
Working with the CFO to establish improved organizational structures and to develop and implement a staff development and engagement strategy, including associated training.
Management of Budget Policy and Guidance. The Director of Budget has nationwide responsibility for budget development and justification activities for the Public Buildings Service, the Federal Acquisition Service, and GSA staff offices.
Identifies the need for, supports the development of, and monitors the consistent application of budget policy and guidance across all GSA organizations.
Serves as advisor and consultant to the Administrator and the Heads of Services and Staff Offices on the formulation, presentation, justification and execution of the GSA budget.
Provides in-depth analysis of budget issues and Agency performance measures to support and facilitate senior leadership decisions and makes actionable recommendations to the CFO and Administrator.
Provides expert advice on budget limitations; on the negotiation of interagency agreements involving advancement of reimbursable funds; and on the status and control of all funds appropriated to or otherwise made available to GSA.
Maintains the lead role in informal and formal written and verbal communications with OMB on a wide range of financial and policy/program issues.
Represents GSA in briefings and negotiations with OMB and the Congressional Appropriations Committees.
Management of Budget Estimates and Justifications. The Director of Budget is responsible for determination of program levels and the planning, coordination and presentation of estimates and justifications for GSA's Federal Buildings Fund, Acquisition Service Fund, Working Capital Fund, and appropriated funds.
Primary responsibility for review of legislation and regulations for budgetary implications; control of all funds financing policies; analysis and evaluation of the GSA budget process to improve program planning and related controls and processes; and negotiation of all agreements with other agencies involving the advancement of funds.
Responsible for the totality of budget administration, including managing the apportionment, allotment, and allowance processes for all funds; maintaining the budget structure and account structure in all applicable GSA financial systems; taking proactive steps to approve or deny requests for funds commitment and obligations based on relevant documentation; and taking all actions related to the lifecycle management of all GSA funds.

CONDITIONS OF EMPLOYMENT:
This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
