Summary

Under the direction of the Imaging Program Administrator, Diagnostic and Therapeutic Care Line (DTCL) Radiology Department, the Diagnostic Radiologic Technologist (Radiology Administrator) is responsible for supervision of all technical staff at the Michael E. DeBakey VA Medical Center DTCL Radiology Department, assists with the Community Base Outpatient Clinics to ensure optimum quality control, customer service, efficient coordination of activities and high quality technical production.

Help

  • Plans work schedules on a weekly, project, or longer basis to assure an even flow and distribution of work.
  • Coordinates with other services, sections, and units to resolve problems or improve current processes.
  • Plans and directs the radiologic technology program at active, affiliated medical centers with critical care and emergent inpatient services.
  • Oversees a full variety of comprehensive and complex modalities.
  • Recommends to the Imaging Program Administrator (IPA), Service Chief, and Deputy Executive, works with bio- med regarding the maintenance and replacement of equipment. Prepares formal requests for new equipment.
  • Ensures that various reports are prepared, and the IPA, Service Chief, and Deputy Executive is briefed on highlights and/or problems encountered or anticipated. Makes changes in the organization of work or assignments of functions to improve workflow.
  • Makes for recommendations for appointments, awards, advancements, and when appropriate, disciplinary actions: and identification continuing education and training needs.
  • Assess, plan, and evaluate the delivery of radiologic technology services at the facility.
  • Prepares plans to meet sudden increases or changes in the normal day-to-day workload, priorities, deadlines, etc.
  • Manages technical aspects and patient care functions within the general radiography, CT, MRI, US, PACS, Breast Imaging and Interventional Radiology sections.
  • Supervises CT, X-Ray, MRI, PACS, Breast Imaging and US supervisors in these sections.
  • Manages the performance of the individuals within Radiology.
  • Ensures the monitoring of all activities within the radiology sections and takes appropriate action as required to insure their efficient and effective operation.
  • Sets objectives for self, staff, and the department, monitors, and evaluates objectives to use time effectively and meet deadlines.
  • Conducts monthly staff meetings with staff.
  • Works with nursing and other clinical supervisors in addressing radiology service issues and to support the maintenance of high-quality patient care.
  • Participates in quality performance/improvement activities and ensure compliance with JCAHO requirements for activities under his/her area of responsibility.
  • Participates in the compilation and analysis of data on departmental activities and prepares related report to the Imaging Program Administrator, Service Chief and Deputy Executive.
  • Manages technical aspect of radiologic equipment operation and safety and for carrying out the recommendations of the Radiation Safety Committee (facility), Radiology Quality Assurance Committee and MRI Quality Safety Committee.
  • Performs integrity checks of image transmissions and assures that all images are received.
  • Serves on VISN/National VHA Program Office as assigned.
  • Assigns various types of work to employees on an equitable and fairs basis.
  • Routinely assesses the quantity and quality of work produced. Keeps employees informed about the policies, procedures, and practices of management as they relate to the work of the unit.
  • Ensures that work is assigned to employees based on such factors as difficulty and requirements of the assignments/s, capabilities and qualifications of the employees and other resource considerations. Develops and implements written instructions and procedures and special instructions for non-­ routine or complex assignments to clarify existing guidelines.
  • Participates in setting the performance standards and in the preparation of the functional statement of the specified section.
  • Takes corrective action as necessary to correct deficiencies of individuals and to accept or reject work which may have had a lower-level review.
  • Ensures that employees are kept informed of management goals and objectives and keeps immediate supervisor informed of employees' participation and concerns.
  • Participates in the PBI process for selections on new employees.
  • Reviews, approves, and disapproves leave in a timely manner. Makes the necessary adjustment to workload and staff in conjunction with leave requests.
  • Receives formal grievances and resolves those within delegated authority.
  • Develops training plans for subordinate and recommends employees for formal training.
  • Assists with Community Based Outpatient Clinics as needed.
  • Adherences to all provisions of the Equal Opportunity Program in accordance with OPM and VA regulations and established medical center guidelines. Ensures that all employees are knowledgeable of and in compliance with safety rules and that safety program requirements are met.

Qualifications

BASIC REQUIREMENTS:
1. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.
2. Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). You must submit a copy of your unexpired certification from American Registry of Radiologic Technology, Radiography (ARRT) (R)to receive credit.
3. Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE). You must submit a copy of your certificate or transcript showing awarded associate degree to receive credit.
Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.
4. Grandfathering Provision. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
5. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).

Grade Determinations:
Diagnostic Radiologic Technologist (Radiology Administrator), GS-12
(a) Experience.
At least one year of experience comparable to the GS-11 grade level or equivalent that fully meets the KSAs at the GS-12 level.
(b) Demonstrated Knowledge, Skills and Abilities. In addition to the experience or education above, the candidates must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*) in their resume:
i.*Knowledge of the fiscal matters of the radiology program, including VHA funds and several additional fund controls, and ability to administer the scarce medical specialist contracts for professional services.
ii.*Ability to make short and long-term supply, equipment, and major space alteration recommendations, and prepare specifications for radiographic equipment purchases and remodeling requests.
iii. Ability to recommend program effectiveness improvements to meet VHA and JCAHO accreditation standards.
iv.*Ability to make and implement major managerial recommendations for the radiology program, such as organizational improvements including changes in structure and delegation; maintain realistic cost/benefit ratios; and policy and procedure changes to improve service to patients.
v.*Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and when appropriate, disciplinary actions, and identification of continuing education and training needs.

Preferred Experience:

  • Minimum 3 years as a Diagnostic Radiology (Technician or) Technologist (ORT) Supervisor
  • Minimum 3 years as an CT , MRI, Ultrasound, X-Ray, Nuclear Medicine and/or Breast Imagery ORT
  • Knowledge of Radiation Safety, ACR guidelines and well verse in human anatomy
  • Knowledge of Picture Archiving Computerized System (PACS)
  • Certified as a Diagnostic Radiology (Technician or) Technologist with BLS certification

The full performance level of this vacancy is GS-12.
