Duties

Help
  • Provides oversight and technical assistance to states implementing quality measurement, development of measures, and/or refinement of existing measures for the purposes of state reporting and the conduct of research and evaluation.
  • Uses data systems that support data collection for quality measurement and improvement.
  • Performs a wide variety of duties related to the collection, review, validation, analysis, evaluation, and reporting of data for Medicaid and the Children's Health Insurance Program (CHIP).
  • Provides expertise related to analytics that support managed care quality, delivery system innovation, quality measurement, and payment reform for priority health care topics (e.g., children's oral health and maternal and infant health).
  • Participates in the analysis, implementation, and interpretation of research and evaluation studies concerning Medicaid and/or CHIP program policy, health service delivery, costs, and quality of care.
  • Serves as an expert on quality measurement, assessment, analytic and improvement efforts for the Medicaid and CHIP programs.

Basic Requirement:


A. Degree in behavioral or social science; or related disciplines appropriate to the position; TRANSCRIPTS REQUIRED AT TIME OF APPLICATION
OR
B. Possess a combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; TRANSCRIPTS REQUIRED AT TIME OF APPLICATION
OR
C. Possess at least 4 years of appropriate experience that demonstrated knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Specialized Experience:

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) providing technical assistance on using quality measurement to assess and improve the quality of health care at the provider, plan, an/or state agency level; and (2) conducting analyses using national or state level health services data to assess the efficiency, effectiveness, and/or equity of healthcare programs/services; and (3) developing and leading quality improvement activities with Medicaid and/or CHIP stakeholders, including activities with a focus on maternal health and/or infant health; and (4) working with state Medicaid and/or CHIP agencies to provide policy guidance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
