As a Budget Analyst, you will be responsible for the full range of review and analysis functions in the formulation, presentation, and execution of assigned budgetary appropriations. You will perform the following duties:

  • Develop plans, procedures, and instructions for formulating and executing the budget. 
  • Review budget requests to assure their consistency, accuracy, and adherence to instructions. Negotiate desired changes with program managers and budget and administrative staff.
  • Prepare documents needed to process budget estimates, requests for supplemental appropriations, requests for deficiency apportionments, and allotments needed to finance new programs or program changes.
  • Develop and coordinate budgetary actions in the phases of budget formulation and execution for assigned area of responsibility.
  • Negotiate with program managers and budget and administrative staff to determine the amount and timing of funding and staffing allowances and recommends approval or disapproval of requests for funds.
  • Monitor the execution of a budget with many different sources and types of funding.
  • Identify and analyze trends in the receipt, obligation, or expenditure of funds to assure that objectives of the annual financial plan are being met on a timely basis and that funds are available and being properly and effectively used to support program objectives.
  • Develop recommendations for budgetary adjustments to support unanticipated changes in program operations and/or funding. Prepares and documents requests for increases or decreases in funds Reviews and approves, disapproves, or modifies requests for allotments of funds submitted by lower echelons.
  • Provide advice on all aspects of the interpretation and application of agency guidelines for the budget execution process to program and budget officials of subordinate components within the organization. 

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to GSA's Regional Office locations. The duty station will be determined upon selection and will be located within the geographic area described.

The GS-12 salary range starts at $79,363 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes experience in budget formulation, presentation, and execution; and utilizing knowledge or skill in applying related laws, regulations, policies, precedents, methods, and techniques of budgeting. There is no substitution of education at the GS-12 grade level.

Bargaining Unit status: Dependent upon location.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of agency and Federal budget processes, policies, procedures, and regulations to assure that budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives.
  • Knowledge of the organizational budget process to prepare narrative estimates and appropriations requests in accepted style and format.
  • Knowledge of the organization's plans, programs, organizational structure, and operations in order to relate program commitments, work processes, and accomplishments to budgetary obligations and expenditures, reprogramming actions, and adjustments in budget plans.
  • Skill in identifying quantitative budgetary and financial relationships between the agency's overall mission, the mission of specific programs, and the budget in order to apply
    analytical methods such as cost-benefit analysis, decision theory, planning-programming-budgeting and other quantitative techniques to the analysis of budgetary situations and problems.
  • Communicating budgetary information (written and oral). Knowledge of financial systems.
