Duties

Help

This position serves as Section Chief of the Financial Statement Section, Accounting Operations Branch.  The duties of this position include the following:

  • Directs a professional staff of accountants and accounting technicians in the performance of their duties. Briefs new employees on work expectations, organizational policies and operating procedures. Establishes performance standards for subordinate personnel and evaluates their efficiency and effectiveness in meeting these. Counsels, advises and instructs subordinates relative to their performance, and hears and mediates employee complaints.
  • Plans the work of the Section and establishes relative priorities and work schedules. Develops recommendations relative to staff levels, funding, space, supplies and equipment based on workload, priorities and approved plans and goals.
  • Develops and reconciles the financial control mechanisms for the Foundation.
  • Manages and directs the reporting of a wide variety of defined fund groups to the Department of the Treasury including salaries and expense appropriations, program appropriations, miscellaneous receipt accounts, transfer appropriations, and foreign currency appropriations. Additionally, manages the accountability and reporting for a trust fund and a deposit fund.
  • Develops and implements debt collection and debt servicing policies and procedures for the agency as needed to implement governing laws and regulations. Oversees the internal processing and reporting needed to assure compliance with governing directives and to ensure these accurately reflect the accounts receivable position of the Foundation.
  • Manages arrangements and associated activities involved in the interagency financing of a broad range of science programs and projects.  Provides expert advice and assistance to program specialists on the highly technical issues and controls related to the transfer of Federal funds. 
  • Manages the daily operations of the accounting system including transaction inputs, updates, edits and corrections. Reconciles and evaluates the content, accuracy and timeliness of the agency's General Ledger and subsidiary accounts, introducing corrective steps as needed to improve their utility.
  • Assists in the preparation and submission of financial reports to 0MB, Treasury and other Federal agencies in accordance with prescribed standards and other disclosure requirements.
  • Analyzes and assesses current and historical financial data for the purpose of developing special reports for use in making management assessments or decisions.
  • Monitors the accounting and investment of trust funds under care of the Foundation. Analyzes the accounting of both principal and return to assure sufficient safeguards and appropriateness of expenditures.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-14, you need to have one year of specialized experience equivalent to the GS-13 level in the Federal service.  Examples include serving as an adviser in resolving issues that impact financial management & accounting programs; providing analysis & advice on complex financial issues; developing policy guidance on accounting & financial program issues; managing special projects for major office issues; reviewing accounting & financial program activities, recommending solutions & implementing new processes.

In addition to meeting the basic experience requirement, you must meet one of the following basic education requirements: A degree from an accredited college or university in accounting and/or auditing or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. This may include up to 6 semester hours of credit in business law; or A combination of education and experience that includes 4 years of experience in accounting or a combination of accounting experience, college level education, and training and included one of the following: 1) 24 semester hours in appropriate accounting or auditing courses (can include semester 6 hours of business law); 2) certificate as a Certified Public Accountant or a Certified Internal Auditor, from a written exam; 3) degree that included substantial accounting or auditing courses, (i.e.,15 or more semester hours), but less than 24 semester hours and have worked successfully at the full-working level in accounting, auditing, or a related field and a panel of at least 2 higher level professional accountants or auditors have determined that you demonstrated a good knowledge of accounting and related fields.
