**This position is 100% telework and can be filled in any city; the selected candidate will be expected to work remotely. Some travel will be expected.**

The Data Scientist position is located within the Immediate Office of the Inspector General under the Director, Office of Data and Analytics. The Office of Data Analytics provides state of the art data services and develops innovative analytic products to facilitate early detection of fraud, waste, and abuse. The purpose of the position is to deliver data processing, advanced statistical analysis, prototyped visualization to summarize findings, and other analytical services to the OIG on a timely basis.

As a Data Scientist, you will:
Develop, analyze, and evaluate proposed modeling and analytic projects with regard to study design and statistical analysis method; apply a comprehensive knowledge of statistical theory, principles, and techniques to a broad range of processes; formulate specific experimental designs for use by others; utilize initiative and resourcefulness in modifying, adapting, and/or refining established methods to resolve specific complex or intricate issues/problems; and render guidance in the final analysis and interpretation of findings.

Conduct extensive and complex research that evaluates various programs in areas that included, but are not limited to: Quality of care, healthcare related metrics, demographics, and program efficiency and effectiveness as it relates to the management and operations of people, material, equipment, working conditions, financial management, and cost and accounting systems.

Design and execute programming techniques to analyze data sets utilizing advanced statistical analysis products; conduct data reliability and validity assessments; and ensure electronic data are complete, accurate, and suitable for use.

Develop evaluation instruments including quantitative and qualitative measures; conduct needs/risk assessment studies; and propose and/or develop potential areas to audit, evaluate, or investigate.

Participate individually or as a team member in determining data requirements for projects and studies such as workload ranges, databases, and software to be used; and ensure validity and consistency of the conclusions or recommendations, estimates, projections, or forecasts developed from these systems.

Conditions of Employment:

Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service.
Specialized experience or General experience for this position includes:
- Using Structured Query Language (SQL) to query data; AND
- Conducting statistical analysis with one or more of the following programming languages: R, Python, STATA, or Statistical Analysis System (SAS); AND
- Locating, extracting, and compiling data from multiple sources to build data visualizations, dashboards, reports, or macros.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Education

To be qualified for this position, you must meet the basic educational and/or work experience requirements for Data Scientist positions in the federal government. These requirements are:

A) A degree in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR
B) A combination of education and experience with courses equivalent to a major field of study (30 semester hours/45 quarter hours) as shown in paragraph A above, plus additional education or appropriate experience.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education
