Summary

This position is located in Supply Chain Management at the Oscar G. Johnson VA Medical Center, Iron Mountain, MI. This is a complexity level 3 facility. The primary purpose of the position is to perform duties related to mail sorting and distribution; assuring mail metering machines are functional and cost activity is accurate. Other duties include processing reproductions according to the Privacy Act and Freedom of Information Act requirements.

Major Duties:

  • Sorts and dispatches all facility mail from the US Postal Service (USPS), United Parcel Service (UPS) and Federal Express (FedEx), in a safe, accurate, and timely manner.
  • Exercises personal judgment for refusing delivery of materials inaccurately addressed, for materials which would place a financial liability upon the government simply by acceptance, or for legal documents which must be personally delivered to the addressee.
  • Receives and separates facility mail for redistribution within the facility from mail to be delivered externally.
  • Sorts and places mail in mailboxes for services to pick-up.
  • Obtains receipts for special types of mail (insured, certified, registered).
  • Sends mail not addressed to a specific office to Patient Administration Services to be opened and analyzed to determine the intended recipient.
  • Assesses mail to determine the necessity for control and or date stamping.
  • Assesses mail addressed to former employees and patients for proper action.
  • Assesses urgency and sensitivity of incoming Express Mail, Priority Mail, overnight deliveries, and hazardous and perishable materials for proper handling and delivery.
  • Assesses all incoming mail for potentially harmful or dangerous situations (explosives or combustible materials).
  • Assesses all outgoing mail for proper and complete addressing, labeling, and packaging.
  • Assesses all outgoing mail to establish the proper class of mail (first, second, third, or fourth class mail).
  • Prepares outgoing mail for processing by sorting into accounting groups, grouping by class of service and further sorting by mail for the metering machine and sets the meter functionality to result in proper postage payment for each mail piece.
  • Generates daily and monthly workload reports.
  • Assures that the mail metering machines at all CBOC locations are functional and accurately recording cost activity.
  • Processes mail within time frame appropriate to the time sensitivity.
  • Employee provides one-on-one education as needed to employees on the acceptability of mail, classes of mail, special mail services, and proper addressing and packaging.
Work Schedule: The tour of duty for this position is typically Monday - Friday, 7:00 a.m.- 3:30 p.m. Additional information may be provided during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/23/2022.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: u must have one (1) year of general experience in progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the Mail Clerk position. OR,
  • Education: Applicants may substitute education for the required experience. In lieu of the required general experience, have you successfully completed 2 years of education above the high school level? This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school. (TRANSCRIPTS REQUIRED) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of general experience and education of two (2) years beyond the high school level. One full academic year of study (30 semester hours) is equivalent to 6 months of general experience. (TRANSCRIPTS REQUIRED)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work performed in the mailroom requires a great deal of standing, walking, stooping, reaching, lifting, and pulling. The incumbent is required to move wheeled postal hampers weighing up to 80 pounds. The incumbent is required to individually lift and place parcels weighing up to 50 pounds and may occasionally lift parcels weighing up to 70 pounds with assistance.
