Summary

This is one of three supervisors who are responsible for an established VISN SSU Technical Review team. Technical Review Supervisors are responsible for a group of technical review leads, specialists and assistants. The group reviews personnel actions, resolves issues in DCIPS and REMEDY, and processes (PROs) actions in HRSmart to ensure compliance with regulations. The Supervisor will review all HR policies and procedures to address issues that require substantial interpretation.

Duties include, but are not limited to:

Authoritative Source, Technical Expert, and Senior Advisor:

  • Serves as technical expert and consultant for assigned areas.
  • Provides authoritative technical leadership, advice, and assistance on complex matters.
  • Provides technically sound solutions to challenging and critical problems.
  • Leads the development of business processes, system requirements, and directives/policies to support new, enhanced workforce management capabilities.
  • Serves as a senior advisor on VISN-wide technical review matters in HRSmart and is responsible for providing expert technical assistance and in the successful development, deployment, training, and support for new automated technologies and integration of systems within VHA.
  • Makes recommendations and decisions that have profound implications on execution, support, and implementation.
  • Consults with VISN HR leadership to identify needs and develops tools and knowledge products to meet those needs.
  • Ensures technical reviewers and broader HR community have the appropriate training and tools to ensure compliance and accuracy with coding and records management in e-OPF.
  • Serves as the senior expert on the Personnel File (eOPF) in order to verify the legality and accuracy of processed actions.
  • Conducts research and completes analysis to recommend improvements regarding all HRSmart functional areas.
  • Responsible for managing the submission and resolution of REMEDY help tickets for all issues including complex accession issues, pay discrepancies and corrections, and benefits corrections.
Supervisory/Managerial
  • Provides direct supervision to an established group of Technical Review Leads, Specialists and Assistants.
  • Assigns and reviews work to subordinate employees.
  • Coaches employees in job duties and program requirements.
  • Ensures technical accuracy of work products.
  • Prepares performance standards, evaluates performance, conducts progress and annual appraisals, and initiates performance counseling as needed.
  • Manages employee conduct and behavior and initiates disciplinary counseling or more serious corrective actions when appropriate.
  • Identifies developmental needs and provides training.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Quality reviews, signs and releases actions in HR Smart. Resolves issues in DCIPS and Remedy. Responsible for managing the submission and resolution of REMEDY help tickets for all issues including complex accession issues, pay discrepancies and corrections, and benefits corrections. Ensures compliance with regulations and processes action in HR Smart (ER, R&P, Benefits, etc.). Interprets and addresses issues that require substantial interpretation. Provides advice and assistance on complex HR matters that have profound implications. Ensures technical accuracy of work products. Assigns, monitors and reviews subordinate's work, prepares and issues performance standards, manages employee conduct, and interviews and selects candidates.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
