Duties

Help

  • Plans, organizes, and directs the activities of the AFOTEC Communications and Information Directorate, ensuring the Directorate complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
  • Serves as the Authorizing Official Designated Representative (AODR). Provides technical and organizational support to the AFOTEC Authorization Official (AO).
  • Serves as the primary catalyst for integration of technology, services, infrastructure, and tools, and brings significant savings and return on investment to AFOTEC through the transformation of the command's IT Portfolio.
  • Represents the Communications and Information Directorate with a variety of command and functional area organizations. Establishes, develops, and maintains effective working relationships with a variety of high level offices, outside agencies, and senior leadership.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Incumbent must be able to obtain and maintain a Top Secret clearance as a condition of employment.
  • A background in IT strategy and operations/maintenance, program management, enterprise architecture, policies/standards, software development, and life-cycle management is highly desirable.
  • An advanced degree in information systems/resource management, computer science, engineering, business management, or similarly appropriate technical field is highly desired.
  • Must achieve IA Management Level III certification within 6-months of hire (in accordance with DoD 8570.01 M). Failure to receive the proper IA certification may result in removal from this position.
  • Experience in IT system certification and accreditation, with an emphasis on Risk Management Framework for DoD Information Technology is highly desired.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Illegal use by employees in sensitive positions presents a clear threat to the mission of the Air Force.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions there is no Group Coverage Qualification Standard for this series.


BASIC REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge and ability to demonstrate each of the four competencies (1) attention to detail, (2) customer service, (3) oral communications, and (4) problem solving AND in addition, I have the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position . Examples of creditable experience include: knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment; knowledge of IT systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty; and knowledge of the full range of federal contracting laws, regulations, policies, practices, methods, and contract types sufficient to know and understand aspects and implications of any project or task and its effect upon the functional area. Note Creditable experience may include previous military experience, experience gained in the private Sector, or experience gained in another government agency.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of a wide range of IT principles, concepts, and methods; specializing in one or more IT areas such as systems administration, systems analysis, and enterprise architecture.

2. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans; or equivalent knowledge.

3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.

4. Skill to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology.

5. Skill to communicate effectively, both orally and in writing; clearly, concisely, and with technical accuracy.

6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization; and apply agency safety, security, personnel management, and EEO regulations, practices, and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
