Duties

Help

The primary purpose of this position is to develop and implement a strategy to communicate information about the Office's strategy, function, and activities in support of NSF’s vision of global leadership to internal and external audiences.  

Duties:

Incumbent works with the OISE senior leadership and management team in coordination with the Office of Legislative and Public Affairs (OLPA) to develop and implement strategic communications plans for internal and external communities.

Helps OISE senior leadership and the management team identify and conceptualize ideas and materials needed to ensure that goals and messages regarding OISE strategy, function, and activities are effectively conveyed to interested parties

Develops plans to clearly convey the goals and impact of OISE programs and diplomatic activity, develops materials to support effective communication, and ensures the broadest possible distribution of communications, as appropriate, across NSF, the extramural scientific, technical, and diplomatic community, members of the public, interagency and international entities/groups, and other interested parties

Develops and executes strategies and processes to expand and refresh communications products, tracks status and performs research as needed to keep the OISE senior leadership and management team informed of progress, milestones, or activities warranting additional attention.  

Identifies areas in which public and internal briefings are desirable, and develops themes, templates, and delivery methods.

Develops a variety of oral, written, and on-line materials concerning OISE strategy, programs, partnerships, diplomatic and other activities in consultation with OISE leadership and relevant cluster leads. Work products may include speeches, articles, background material, reports, presentations, remarks, video and audio scripts, posters, brochures, newsletters, social media messages, and editorials, all of which may target specific, different audiences and are prepared in consultation with OLPA and in accordance with NSF’s media policies.

Incumbent completes the compilation, research, development, assembly, and formatting of information for use by OISE or agency leadership during meetings or public appearances; and reviews the organization, length, and tone of materials, edits documents to improve clarity, formatting, and grammar, and assists with design and graphics.

The Communications Specialist develops relationships and partnership necessary to ensure a consistent message regarding OISE activities and establishes rapport with continuously changing external stakeholders and associates in collaboration with OISE senior leadership and the OISE management team.

The Communications Specialist collaborates with OLPA to fully utilize contemporary computer technologies, web-based applications, and social media techniques and tools to disseminate information and communications on OISE strategy, programs, diplomatic activities, partnerships, and other outreach activities.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-13 level, you have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience will include a majority of the following areas: interpreting government policies, scientific materials, and related facts in order to convey information to varied audiences using a wide range of resources; developing and implementing communication strategies, plans, and products for an organization; writing and editing articles and other written communication materials; writing talking points for public events and other such appearances; and experience writing for and using the Internet, social media, and web pages to communicate information to the public, media, and internal audience; working and interacting with various stakeholders, both independently and as part of a team.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
