The Inspector General of the Department of Education heads an independent and objective organization responsible for audit, investigation, and other inspection services related to programs and operations of the Department. The Inspector General provides leadership and coordination and recommends policies for activities designed, to promote economy, efficiency, and effectiveness in the administration of programs and operations as well as to prevent and detect · fraud and abuse in such programs and operations. The Inspector General is the principal advisor to the Secretary of the Department on the above matters and is responsible for keeping the Secretary and Congress fully and currently informed about problems and deficiencies relating to the administration of the Department's programs and operations and the necessity for and progress of corrective action.
The Office of the Inspector General consists of the following five components:
The functions of Technology Services (TS), under the direction of an Assistant Inspector General, include enhancing and continuously improving the OIG information technology operational capabilities. TS is responsible for Information Technology (IT) related matters ranging from IT audits to application development. TS also provides a full range of advanced computer and statistical techniques services for Audit Services and Investigation Services.
As a Information Technology Specialist (INFO SEC), you will perform the following duties:
Ensuring the proper integration of Information Technology programs and services; and developing solutions to integration/interoperability issues. Designs, develops, and manages systems that meet current and emerging business requirements and apply and extend or optimize the existing architecture.
Independently serves as a senior IT expert and consultant to OIG management officials and staff at Headquarters and Regional Offices. Develops a secure technical architecture and plan for integrating security into programs and the agency's IT structure meeting OIG operational requirements. Provides the OIG Chief Technology Officer with expert information concerning the effectiveness of IT and security practices for electronic and printed media systems.
Independently oversees the Security Authorization process for all General Support Systems and Major Applications within the OIG to ensure compliance with Federal Information Security Management Act, FedRAMP, National Institute of Standards and Technology, and Departmental directives and guidelines.
Independently spearheads and leads ad hoc teams to ensure that all technical, physical, security, and procedural requirements are fulfilled for the OIG. Reviews current legislation, statutes, regulations and other security resource information and ensures that OIG systems' security posture is aligned with current practices. Ensures that individuals within the OIG are trained on current and emerging technologies for effective/efficient use of technologies. Assists in conducting IT system operations and security reviews, developing and implementing policies and providing educational lectures and briefings.
Coordinates information technology activities with the Department's Office of the Chief Information Officer, IT operations and Information Assurance Teams and individuals who are directly responsible for implementing practices and safeguards.
Reviews and updates information technology investments and security practices to ensure that appropriate levels of information security are maintained. Coordinates risk assessments to ensure OIG personnel have a complete understanding of potential threats associated with operational policies and information quality assurance practices and procedures.
Develops and implements information system operation program that assesses and addresses the effective and proper use of systems and risks and magnitude of the harm resulting form the loss, misuse, or unauthorized access of information. Serves as the primary lead for computer incident response and coordinates incident handling process with OIG and OCIO security personnel. Ensures that information systems used by the OIG operate in a secure manner and provides appropriate confidentially, Integrity and availability through the use of cost-effective management administrative, operational, and technical controls.

Minimum Qualification Requirements
You may meet the minimum requirements for the GS-14 if you possess the specialized experience below:
Specialized Experience for the GS-14:
One year of experience in either federal or non-federal service that is equivalent to at least the GS-13 performing all four (4) of the following duties or work assignments:
1. Experience in providing expertise in administration and management of Microsoft infrastructure to include on-premises, Azure, and Microsoft 365 configurations, maintenance, and security compliance.
2. Experience in maintaining and securing a High Value Asset system.
3. Experience in formulating and maintaining System Security Artifacts (i.e. business impact analysis, privacy threshold analysis or configuration management plans).
4. Familiarity with the Authorization to Operate process.
Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge of a broad range of advanced knowledge and experience in information technology infrastructure and components.
2. Knowledge of designing security systems, hardening, monitoring, scanning, vulnerability remediation, and data management for on premise infrastructure, and a Microsoft Cloud environment. This includes overall management that's inclusive to vulnerability management, and security.
3. Knowledge of operations and security areas of information systems and all components and related laws, regulations, guidelines, and precedent decisions.
4. Knowledge of laws, regulations, OMB requirements, and OHS BOD. FedRAMP certification process and related activities (i.e., continuous monitoring).
5. Knowledge of research analysis, interpretation and evaluation of IT solutions to make appropriate recommendations.
