Duties

Help
  • Develop technical assistance materials, tools, and training, provide expert guidance, and conduct training for other FNS staff, State and local program operators, and stakeholders.
  • Develop necessary tools and analyze complex data, with responsibility for tracking expenditures, project status, and other project information, as necessary. Analyze and summarize project data and present reports to Division management.
  • Conduct research and analysis to develop memoranda, talking points, briefing papers, or other written program resources for both internal and external audiences.
  • Identify operational best practices and analyze trends to monitor program effectiveness, efficiency, and adherence to program requirements.
  • Coordinate and consult with other organizations within FNS, the Department of Agriculture, and other Federal agencies to develop legislation and regulations, analyze and resolve policy issues and litigation, and apply program policy.

Qualifications

This is a Recent Graduate position in the Pathways Program. Selected individuals are placed in a dynamic one year developmental program in the excepted service designed to lead to a civil service career in the Federal government. At the successful conclusion of this program, the agency may non-competitively convert individuals to a term or permanent position in the competitive service. Conversion to a Federal competitive service position will be at the discretion of the agency and is neither guaranteed nor implied.

To qualify for the GS-9 level, your completed education is an masters degree or equivalent graduate degree.

To qualify for the GS-11 level, your completed education is an PhD or equivalent doctoral degree.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • GPA Requirement: This position requires that you posses a GPA of 2.95 higher.

Education must have been successfully obtained from an accredited school, college or university. If any education was completed at a foreign institute, you must submit with your application evidence that the institute was appropriately accredited by an accrediting body recognized by the U.S. Department of Education as equivalent to U.S. education standards. Additional information

The Recent Graduates Program targets individuals who have graduated recently from qualifying educational institutions or programs. To be eligible, applicants must apply within 2 years of degree or certificate completion, except for veterans (as defined in 5 U.S.C. 2108) precluded from doing so due to their military service obligation, who will have up to 6 years after degree or certificate completion. Successful applicants will be placed in a dynamic, career development program.

  • Recent Graduate appointments are intended to last for 1 year. Recent Graduates who satisfactorily complete all the USDA Recent Graduates Program requirements may be non-competitively converted to a Term or Permanent appointment in the competitive service. Conversion is not guaranteed. Recent Graduates converted to Term appointments may later be non-competitively converted to a Permanent competitive service position.
  • This position has promotion potential to the GS-13 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.

This is a bargaining unit position.
