Duties

Help

Once selected as a Benefit Authorizer in SSA, you will make final determinations on benefit entitlement decisions. This includes having direct telephone contact with the public to resolve issues or discrepancies and provide them with their rights under Social Security laws. You will be responsible for adjusting established benefits and effectuating payments and using state-of-the-art computer technology to access and update information about claims.

Benefit Authorizers (BAs) determine if applicants are eligible to receive or continue receiving benefits and/or payments for various Social Security programs. They answer questions from callers to Social Security's 800 number telephone network, resolve issues or discrepancies and explain Social Security program information to the public.

Qualifications

To be considered for selection, you must be eligible for the Recent Graduate Program AND meet the qualifications specified for the posted position(s).

Recent Graduate Program Eligibility
To qualify for appointment to the Recent Graduates Program, you must have completed all requirements of an academic course of study leading to an associate's, bachelor's, master's, professional, doctorate, vocational, or technical degree or qualifying certificate program from an accredited educational institution. Your graduation (degree conferred) date must be within the 2 years preceding your application to this announcement OR no later than 8/19/2022. Note: See Required Documents section to ensure you provide the correct documentation to prove your Recent Graduates Program eligibility.

Preference-eligible veterans who, due to military service obligations, were precluded from applying to the Program during any portion of the 2-year eligibility period are entitled to a full 2-year period of eligibility upon release or discharge from active duty. In no event, however, may the eligibility period extend beyond 6 years from the date on which the preference eligible veteran completed the requirements of an academic course of study, when a qualifying degree or certificate was conferred. You must meet the basic qualification requirements for the position being filled, including any positive education requirements and/or selective placement factors.

Qualifications
You must also meet the below qualifications for the posted position(s) by the closing date of this announcement, 07/05/2022.

If you are using experience to qualify, you must have:

GS-5: Three years of general experience equivalent to the next lower grade level in the federal service that demonstrates the ability to 1) analyze problems, identify significant factors, gather pertinent data, and recognize solutions; 2) plan and organize work; 3) communicate effectively orally and in writing; and 4) use online technology and automation tools. Examples of qualifying experience include analyzing, explaining, applying or interpreting laws, rules, regulation or policies.

GS-7: Fifty-two weeks of specialized experience at the GS-5 grade level or equivalent in the federal service 1) assisting individuals in establishing their entitlement to receive benefits; 2) adjudicating, authorizing or reconsidering claims; 3) explaining benefit entitlements or requirements to the general public; 4) evaluating benefit program operations to assess the integrity and quality; or 5) interpreting benefit program requirements to formulate policies, procedures or guidelines.

Note: Part-time work is prorated in crediting experience (e.g., if you work 20 hours per week for a 12-month period), you will be credited with 6 months of experience.

SELECTIVE PLACEMENT FACTOR

COMPETENCY ASSESSMENT INTERVIEW PROCESS (CAIP) INTERVIEW - Applicants will be required to participate in a panel interview (after basic eligibility determination) to demonstrate an aptitude for meeting and dealing with the public. Applicants must pass this interview process in order to be found fully qualified for this position and receive further consideration for selection. This interview will cover typical situations, which might be encountered on the job, in person or over the telephone. Applicants must demonstrate qualities such as clarity of speech, ability to listen, ability to establish confidence and put others at ease and the ability to organize and express thoughts clearly. If you do not pass the CAIP interview, you will not qualify for the job.

Education

PROVIDING PROOF OF EDUCATION OR SUBSTITUTING EDUCATION: Proof of education or education substitutions must be submitted with your application package and received by the closing date of the announcement. Applicants selected for the position must provide an official transcript(s) including the date the degree or certificate was conferred prior to being appointed.

Foreign Education: If your transcripts show education completed in foreign colleges or universities, you must also provide documentation that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in a conventional/accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. GS-5: Completion of a full 4-year course of study in any field leading to a bachelor's degree OR a combination of post-high school education and the general experience described above. One year of study is defined as 30 earned semester hours or 45 earned quarter hours.

GS-7: One full year of graduate level education in any field. One year of full-time graduate education is defined as 18 earned semester hours or 27 earned quarter hours. A combination of graduate level education and the specialized experience as described above OR a Bachelor's degree and superior academic achievement in any field can be applied as a substitution. Superior academic achievement is based on:

  • Graduated in the upper third of the graduating class in the college, university, or major subdivision; OR
  • Graduated with a cumulative 3.0 GPA or higher out of 4.0 based on 4 years of education, or based on courses completed during the final 2 years of the curriculum; OR
  • Graduated with a 3.5 GPA or higher based on the average of all the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR
  • Election to membership in a national scholastic honor society that meets the minimum requirements of the Association of College Honor Societies (except for freshman honor societies).
COMBINING EDUCATION AND EXPERIENCE: Experience and education as described above may be combined to meet the minimum qualification requirements.

GS-7: Experience and graduate level education as described above may be combined to meet the minimum qualification requirements.

Experience and education will be computed as percentages of the overall requirements and must equal to 100 percent when combined.

The SSA Recent Graduates Program (Program) provides Recent Graduates with entry-level developmental experience and is designed to lead to a career in the Federal government. Program participant(s) are placed in excepted service appointments, not-to-exceed 2 years.

Note: This position is being filled on a full-time basis. This is a 2-year developmental program. After successful completion of the program, you may be non-competitively converted to a term (not to exceed 1-4 years) or permanent appointment.

Program participants serving on appointments for 1 year or less are generally ineligible for coverage under the Federal Employees Retirement System and unable to participate in the Federal Employees Group Life Insurance program, and the Thrift Savings Program.

Participants serving on appointments for more than 90 days may be eligible for coverage under the Federal Employees Health Benefits program.

COVID-19 Vaccination Requirement: As required by Executive Order 14043, Federal employees must be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 no later than November 22, 2021 and submit documentation of vaccination by November 23, 2021 OR shortly after appointment or onboarding with SSA, if this occurs after November 22, 2021. At the time of selection, SSA will provide additional information regarding what documentation you must provide and how you can request a legally required exception from this requirement.

UPDATE ON COVID-19 VACCINATION REQUIRMENT
To ensure compliance with an applicable nationwide preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.
