Summary

This position is located in the Department of the Chief Executive Officer, Office of AmeriCorps National Civilian Community Corps (NCCC), in Washington, DC.. The NCCC is a full-time, team based residential program for men & women ages 18 to 24. The program is designed to strengthen communities & develop leaders through direct, team-based national & community service. Corps members are assigned to one of four campuses located in Aurora, CO; Sacramento, CA; Vicksburg, MS; and Vinton, IA.

Duties

Help

The Deputy Director manages the AmeriCorps National Civilian Community Corps' (NCCC) daily operations and is actively involved in the development of strategic and operating plans, budget formulation and justification, policy, and procedures. Primary duties include:

  1. Serves as principal advisor to the Director concerning operational matters to include existing or proposed legislation. Ensures that the NCCC mission objectives are met in accordance with appropriate laws, rules, and regulations.
  2. Serves as a full Deputy to the Director and as such is authorized to act in the absence of the Director.
  3. Serves as the first line supervisor for the Director of Operations, the Director of Performance, and the Disaster Services Unit, as well as assigned administrative support staff.
  4. Oversees the development, coordination, implementation and monitoring of NCCC strategic plans, budget formulation and justification, and annual objectives. Ensures that annual operating plans and forecasted budget support the organization's short and long-term strategy.
  5. Directs the human capital and general management activities for the organization. Monitors and evaluates progress toward achieving goals and makes necessary adjustments in the direction of the affairs of the organization.
  6. Represents the Director in conferences and negotiations with internal and external organizations, e.g., the Office of Management and Budget (OMB), congressional committees, and other Federal agencies or groups, on critical matters relating to management and policy matters. Has authority to speak for the Director on all program related matters.
  7. Provides leadership in the development and preparation of annual and special reports, budget justifications, and responses to congressional inquiries.

Qualifications

Applicants must have one year of specialized experience (paid, unpaid, or volunteer work) comparable in scope and responsibility to at least the mid- range of the NY-04 pay band, which would be at, or equivalent to, the GS-14 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include:

1) Work experience that includes the responsibility for managing or supervising subordinates;and
2) Work experience implementing national service/volunteer initiatives and programs; and
3) Experience formulating, justifying, and executing an organizations fiscal resources, i.e., budget, procurement, human capital; and 4) Strategic planning and policy development.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.
