Duties

Help

The Financial Specialist:

  • Manages the grant determination and award process.
  • Creates spreadsheets and other tools to determine formula grant awards to States and other entities in accordance with Federal statutes, regulations and policy/procedures.
  • Calculates individual grant awards to States and other entities, validates the calculations within ROPD and coordinates concurrence of the calculations with other NHTSA offices. Enters or oversees the entry of award information into required data bases.
  • Manages and operates the Grants Tracking System (GTS) help desk and related functions to assist the NHTSA Regional office and the States with the processing of transactions and GTS user problems.
  • Maintains the GTS User Manual and keeps all processes and procedures current.
  • Creates and prepares financial data in accordance with generally accepted accounting principles,_ such as the general ledger and general journal for the ROPD contract funds, and manages the travel and administrative funds for headquarters and the 10 regional offices.
  • Communicates directly through personal meetings with a wide range of NHTSA offices and personnel throughout the agency, especially the ten Regional offices.
  • Communicates with program specialists and senior management officials including Regional Administrators, Office Directors and the Office of the Administrator.

The ideal candidate is a recognized authority in the areas of accounting and grants administration. This individual manages the Grants Tracking System (GTS) and help desk; facilitates communication and coordination between headquarters and Regional Office staff in financial matters; is the Agency lead on the Federal Transparency Act; and provides day-to-day coordination of the contract, travel and administrative budgets.

PLEASE NOTE: This position may be eligible for Remote Work. Remote work is an arrangement in which an employee works at an approved alternative worksite (e.g., from home) that is at a location away from the agency worksite. Remote work location will be determined upon/after selection and may affect locality pay. The difference in salary is determined by the locality pay in each location. CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience analyzing, managing, monitoring, and tracking funds in automated financial information systems.
  • Experience utilizing the system to prepare financial reports.
  • Experience with acquisitions management laws, standards, regulations, policies and procedures and the legislative process.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Experience in functions that requires the use of generally accepted accounting and finance principles including creating and using formulas in accordance with complex regulatory requirements, creating spreadsheets and other documents to perform and document complex financial calculations; performing complex budget analysis and reporting functions, and using accounting and grants tracking (or similar) software.
  2. Demonstrated work experience in managing a tracking and/or accounting system to document awards, expenditure plans and vouchers; developing and implementing system procedures and in providing assistance and direction to users of this system including and collaborating with an information technology office, a national payment center and others.
  3. Experience in creating and preparing financial data in accordance With generally accepted accounting principles for the purpose of managing contract, administrative and travel accounts.
  4. Demonstrated communication skills writing and orally.
