Summary

Serves as Branch Chief and collaborates with Director and Deputy Director regarding the overall responsibility for the administration and coordination of local and regional food systems research and development. The incumbent carries out a wide variety of difficult assignments associated with the program. The Branch Chief must have an expert knowledge of local and regional food systems and quantitative and qualitive research methods.

Duties

Help
  • The duties may include, but are not limited to:
  • Serving as a consultant and advisor to officials of the Department on matters relating to the Division and in the broad administration of program activities relating to Transportation and Marketing.
  • Formulating and administering long-range and current policies and programs relating to local and regional food systems research and in broad administration of program activities of Transportation and Marketing Program.
  • Developing long-range and current policies relating to local and regional food systems research.
  • Directly supervising a team. Reviewing work of Branch staff to assure proper use of guidelines/instructions and that necessary deadlines are being met.
  • Anticipating and responding to requests for information: requests may come from within the Department, the public, AMS co-workers and other government entities.
  • Assuring efficient, healthy, and congenial working conditions, safeguarding employee morale; using appropriate methods and approaches to deal effectively with poor performers.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT: In order to be considered for this announcement, applicants must meet one or more of the following:
a) Degree: Four full years of education above high school leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position;
b) Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
c) Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

FOR THE GS-14 LEVEL: In addition to meeting one of the above Basic Requirement criteria, applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates 4 or more of the following:

  • Experience conducting research and evaluation related to local and regional food systems, specifically designing research projects that explore trends and marketing practices of small- and mid-size food businesses.
  • Experience using quantitative and/or qualitative evaluation methods to assess of public or private investments in local and regional food systems and related infrastructure.
  • Experience working across organizational boundaries and collaborating with a variety of local food systems stakeholders (state agencies, nonprofits, government agencies, universities) to research challenges and opportunities to increase support for, demand for, and supply of local and regional food.
  • Experience conducting outreach and technical assistance on local and regional food systems research and developed and published reports on complex local food topics for a diverse range of audiences.
  • Experience leading national level local and regional food systems' teams and projects aimed at improving the performance of small- and mid-size food businesses.
