Duties

Help

The incumbent of this position serves as the Deputy Associate Executive Director for the Office of Resource Management (ORM). The incumbent is responsible for supporting the Associate Executive Director (AED) of ORM as Deputy, as well as program management responsibilities for the various programs that fall within ORM. The incumbent is responsible for the oversite of a wide array of administrative and organizational support functions as the deputy to include funding, human resources, budget formulation and execution, logistics, database management, information technology, supplies and equipment, space management, travel, training, Freedom of Information Act (FOIA), Privacy Act, program metrics, dashboards, correspondence, and policies. The incumbent supervises a team of support staff and undertakes broad planning and operational tasks for ORM. The deputy also serves as a back-up to the AED as a point of contact on organizational needs for information systems, managing 0MB, Government Accountability Office (GAO), Inspector General (IG), and internal assessments, audits, performance measures, and reporting to improve the efficiency and effectiveness of business lines. The incumbent is a problem solver who finds solutions to complex challenges for ORM's programs, supporting CFM's goals, and VA's Mission, demonstrates VA's Core Values, Integrity, Commitment, Advocacy, Respect, and Excellence as a leader on a dynamic team.

Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 06/06/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience, as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience directing the work of assigned projects and providing leadership for effective implementation of assigned programs; evaluation and analysis of a major construction program along with in depth review of management and execution of all organizational resources affecting major construction, major leasing, and financial oversite of major construction accounts; experience reviewing and providing input to a wide range of short and long-range work plans, budgets and goals developed by supervisors or managers of subordinate organizational units; experience providing overall administrative management, planning, direction and timely execution of program level requirements including development, assignment and clearance of goals and objectives for supervisors and managers in subordinate work units.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary in an office setting.
