Summary

This is a Supervisory Emergency Management Specialist (Test, Training, Exercise and Evaluation) in the Emergency Management Division, Facilities, Security and Emergency Management (FSEM), US Office of Personnel Management (OPM). The incumbent will serve as exercise planner, providing technical and administrative supervision to OPM's test, training, exercise and evaluation program.

Duties

Help
  • Supervise the facilitation of and participation in detailed planning and preparation meetings to execute OPM?s or other Federal Agency led exercises.
  • Function as an exercise expert, planner, and coordinator for OPM internal and external exercises, to also include emergency management, preparedness and resilience, and Continuity of Operation (COOP) and Continuity of Government (COG).
  • Coordinate elements of a continuous improvement program, including after action documentation, remedial action and improvement planning management, and corrective action implementation and validation following implementation.
  • Identify exercise-specific objectives for OPM participation in internal and external exercises.
  • Oversees the development of exercise After Action Reports (AAR), evaluation standards, improvement implementation plan and ensures timely distribution of materials following exercise delivery.
  • Conduct special studies, predictive analysis, reviews, and projects of high priority interest. The special studies impact substantially on the major program areas assigned.

Qualifications

Applicants must have one year of specialized experience at the GS-13 level in the Federal Service (or private industry equivalent) that included all of the following:

  • Directing key organizational programs that comprises significant resources and/or assets.
  • Planning, designing, implementing, testing, modifying, maintaining, and directing nationwide Mission Resilience programs.
  • Serving as technical expert on Homeland Security and national security programs and issues.
  • Serving as subject matter expert and technical point of contact on all Mission Resilience test, training, exercise, and evaluations issues.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
