Duties

Help

The principal role of the Office of Grant Management is to ensure uniform administration of grants and cooperative agreements throughout the agency, develop and implement related policy, and complement the technical knowledge of program staff with expertise in grants management. The office is responsible for ensuring that both the NEH and the recipient fulfill all requirements of Federal laws, regulations, OMB circulars, and related government-wide and NEH policy (governing authorities).

  • Reviews applications recommended for offer, award, or supplemental funding to ensure that all required documentation is complete and in compliance with governing authorities. Reviews the application budget for mathematical accuracy and compliance with NEH legislation, 2 CFR Part 200 and NEH programmatic requirements. Negotiates budget revisions as necessary with applicants.
  • Prepares conditions and provisions for offer letters, awards, and notices of supplemental funding, as appropriate. Writes clauses specific to an individual award action as necessary. Prepares and enters information in the electronic grants management system in accordance with established procedures.
  • Monitors active awards by tracking the timely submission of required financial and performance reports. Reviews financial reports and resolves issues. Reviews and processes post-award requests for amendments, extensions and supplements to awards in accordance with established procedures.
  • Reviews assigned notices of funding opportunity.
  • Works in a team environment and provides assistance to NEH program and administrative staff, recipients and applicants in clarifying and implementing the governing authorities applicable to particular awards.
  • Ensures timely close-out of awards and processing of related deobligation actions.

Qualifications

At the GS-9 level Qualified candidates must possess:
1 year of specialized experience equivalent to at least the GS-7 level or equivalent experience;
or
A master's degree;
or
2 full years of progressively higher-level graduate education leading to a master's degree or equivalent degree.
or
A combination of education and experience as described at https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN.

Specialized experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, for example: assisting in coordinating funding actions that begin the grant/agreements awards process; providing assistance in the administration of the grants portfolio in accordance with applicable laws, regulations, and programmatic requirements; assisting with activities related to monitoring grants, including receiving and reviewing progress reports; assisting with closeout of awards; and preparation of various reports.

At the GS-11 level Qualified candidates must possess:
1 year of specialized experience equivalent to at least the GS-9 level or equivalent experience;
or
A Ph.D. or equivalent doctoral degree.
or
3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
or
A combination of education and experience as described at https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN.

Specialized experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, for example: reviewing grant applications that are limited in functional scope and complexity for adequacy, accuracy, and compliance with requirements; interpreting routine grants-related policies and procedures; monitoring grantees' continuing operations to ensure compliance with the terms and conditions of the grant award; and providing information to applicants and grantees on the grants process, regulatory requirements, and issues surrounding individual applications.

To be well-qualified and exercise selection priority for this vacancy, displaced Federal employees must be rated at 85 or above on the rating criteria for this position.
