Duties

Help

As a Management and Program Analyst, you will:

  • Provide guidance to employees in handling administrative concerns such as safety, pay, leave, procurement and escalates complaints or disputes to the appropriate manager.
  • Facilitate and provide guidance for overall program planning, administration, and program evaluation for multi-functional groups such as shift change planning, work order meetings, the Reliability Centered Maintenance (RCM) and supporting Maintenance Shut Down (MSD) scheduling.
  • Gather information from reports, conduct an analysis of the results, review existing administrative procedures, determine whether changes are required to ensure efficient operations, and brief managers on study findings.
  • Serve as the Contracting Officers Representative (COR) for several advisory contracts that support the program office.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
Collecting, analyzing, and summarizing evidence to support conclusions; AND
Participating in efficiency studies analyzing agency program performance; AND
Research laws, regulations, guidelines, and approved procedures to support or develop findings.

OR
EDUCATION:
You may substitute education for specialized experience as follows (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.):
Master's or equivalent graduate degree OR
2 full academic years of progressively higher graduate level education leading to a Master's or equivalent graduate degree. OR
LL.B. or J.D., if related.

COMBINATION OF EXPERIENCE AND EDUCATION:
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

CONDITIONS OF EMPLOYMENT:
