Summary

The mission of the Bureau of Global Public Affairs (GPA) is to serve the American people by effectively communicating U.S. foreign policy priorities and the importance of diplomacy to American audiences, and engaging foreign publics to enhance their understanding of, and support for, the values and policies of the United States.  The GPA Executive Office provides executive direction for the full range of administrative, resource management, planning and internal control activities for the bureau.

The Executive Director, GPA/EX, manages and directs the provision of essential management and support services for all bureau Deputy Assistant Secretaries via the following divisions within the Executive Office. 

  • The Human Resources Team, which manages and executes the delivery of all personnel and human resource support to bureau employees;

  • The Procurement and General Services Team, which provides general administrative, facilities and support services and manages the procurement, communications, travel, logistics support, and property services for the bureau; and

  • The Information Resources Management Team, which provides and manages the corporate management information requirements, ADP systems and information services for the bureau.

Responsibilities of the GPA/EX Executive Director include but are not limited to the following:

  • Serves as the expert counselor and advisor to the Bureau of Global Public Affairs on all matters associated with strategic and operational policy to assure sound management of financial, human, property, information technology, and equipment resources throughout the bureau.  Identifies and formulates business processes and operating policies for the most senior GPA managers.

  • Manages the physical resources of the Bureau.  With other senior managers of the Bureau, develops forecasts of workload and operational requirements for use in developing budget requirements and justifications. Manages and directs multi-million dollar financial resources of the bureau and reallocates or diverts these to meet operational needs.

  • Provides authoritative advice to the Assistant Secretary and PDAS on insights, capabilities and opportunities related to Department communications, and on strategies for engaging the White House and the National Security Council in areas for which GPA provides logistical, human capital, and other support.  Represents the Deputy Assistant Secretary with full authority on all matters relating to management and controls, financial and personnel management, budget requests and justifications, Automatic Data Processing (ADP) operations, and space and property requirements.

This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

Qualifications

Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit separate narrative statements covering each of the Executive Core Qualifications (last five vacancy assessment questions).  Applicants must also submit separate narrative statements covering each of the Mandatory Technical Qualifications (listed below) in order to receive consideration for the position.  To view additional information on the proper preparation of Executive Core Qualification statements available on the Office of Personnel Management's website please click here. 

When responding to the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills, and ability to perform the duties of this position.  Your narrative responses to each of the MTQs and the ECQs should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts.  Include in your responses all efforts/accomplishments related to diversity, equity, inclusion, and accessibility (DEIA) initiatives.  Your narratives are limited to two (2) pages per each MTQ and ECQ.

For this position applicants must submit narrative statements that address the following mandatory technical qualifications:

Your experience and resume should explicitly demonstrate the following:

  • MTQ1 - Demonstrated experience managing the development, coordination, and execution of administrative policies and processes that support a high-profile global communications operation with hundreds of digital platforms and personnel around the world.  This includes directing and executing strategic resource planning and evaluation, financial management, budget execution and procurement, in addition to managing physical, administrative, human resources, and information technology policies and programs within a shared services environment..

  • MTQ2 - Demonstrated expertise managing the physical and technical resource requirements of a global communications network in a technology-driven world, ensuring maximum reach to the broadest possible audiences domestically and worldwide, while maintaining compliance with evolving cybersecurity protocols.  This includes leveraging cutting-edge technology and multifaced media platforms in multiple languages, and ensuring the regular updating/modernization of the organization's physical infrastructure and digital platforms.

Applicants will be evaluated by a Qualifications Review Panel of senior officials. The Panel will rate applicants on the basis of the quality and extent of total accomplishments, experience and education. The Panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the Mandatory Executive Core Qualification requirements. Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The Panel will rate your application against each of the Mandatory Executive Core Qualifications and Mandatory Technical Qualifications to determine the best qualified candidates. Candidates determined to be best qualified candidates will be referred to the selecting official for further consideration for the position.
