Summary

The Assistant Chief provides support to the Chief, Patient Business Service (PBS) in management of the administrative programs within the service. During temporary absence of the Chief is responsible and accountable directly to the Medical Center Director and Associate Director for providing leadership in the formulation and operation of the service. The incumbent is delegated full authority and responsibility for management of several sections with approximately 110 FTE.

Help

This includes project assignments based on the needs identified via internal/external reviews/investigative reports or observations, verbal/ written responses to internal and external inquires, maintenance of service and medical center level workload statistics, medical center memorandums and the service's improvement Plan by working with the Unit Practice Council (UPC). Responsible both long and short- range policies and plans for the organization by coordinating the medical administration needs of the medical center.

Develops effective planning direction for the organization by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems. Develops, evaluates and modified organizational structure and systems to achieve program goal. Participates in the analysis and interpretation of workload and other data used in resource planning. Responsible for analytical, evaluative, developmental or advisory work, which is directed toward implementing, revising or eliminating policies, practices, methods, procedures and/or organizational structures within the service and medical center.

Establishes and maintains an monitoring mechanism on inpatient/outpatient statistics (Gains and Losses Sheet, PCE reports, etc.) to ensure accurate and timely data capture; analyzes statistical data and advises management on operational trends; investigates and validates data that might be outliers by following up with appropriate staff; displays data in graphic/written format, whichever is appropriate to present workload in a meaningful manner to Medical Center Management, using various computer software, i.e. Excel, PowerPoint, prepares monthly workload reports. This requires accessing the appropriate workload reports FISTA, KLF and ARC. Works with Fiscal, DSS and other management personnel in reviewing , analyzing and responding to budgetary and workload submission reports received from the VISN and VHA. Assists in providing data for performance improvement and utilization review. Incumbent provides oversight of daily capture of inpatient statistics through communication with the PBS program Analyst position and provides consultative services to other medical center staff relative to workload statistics. Oversees Administration of the Bed Management System (BMS).

Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management. Administers space and equipment programs. Incumbent recommends policy for effectiveness of work methods and procedures, organizations, space and man power utilization, management controls, information and documentation systems and similar functions management. Conducts or directs special studies, including systems redesign, to resolve administrative problems which arise in the normal operation of medical services.

Communicates frequently with patient, patient representatives, attorney and service officers for the purpose of resolving problems, explaining policies and procedures, adjusting complaints, recommending various courses of action in some cases denying requests. When responding to such inquiries, the incumbent represents the viewpoint of management.

Discusses, investigates and responds to employee grievances and dissatisfactions in order to resolve conflicts. Represents management at labor management meeting, provides information and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiating agreement. Serves as deciding official/management representative for organization. Incumbent meets and negotiates with union officials to assure smooth conduct of labor relation issues. Initiates ratings, awards, and disciplinary or performance-based actions. Manages employee/labor relations matters and actively supports the EEO program. Assures all personnel have been instructed and follow operational, safety, personnel, and conduct requirements. Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements.

Must demonstrate excellent organizational, planning, problem solving, analytical and communication skills. Incumbent performs additional assignments not specifically delineated above at the request of the Chief PBS to include but not limited to special projects/investigations. The incumbent has full supervisory authority and responsibility for leave management of PBS Section Chiefs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/17/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS-12

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • knowledge skills and abilities to perform successfully the duties of this position, examples include; General knowledge of health care industry and/or experience with VHA, HHS, third party carrier procedures and regulations is recommended;
    • Incumbent is responsible to survey the required skills and self-acquire as necessary;
    • Knowledge and analytical ability to sufficiently conduct comparative studies aimed at determining the effectiveness of a wide range of management processes, and the applicability of higher-level directives, laws and various regulations as they relate to privacy;
    • Effective communication and writing skills with the ability to articulate complex regulatory information in understandable terms and present information to diverse audiences;
    • Good organizational and planning skills as well as the ability to handle multiple tasks simultaneously.
    • Previous supervisor experience

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The majority of the work is performed in an office setting, primarily while seated. The position required some standing, ambulation, bending, and carrying of items such as training manuals. Incumbent is required to sit for long periods of time at a computer terminal typing data while having face to face contact with Veterans and answering the telephone. In addition, there can be increased stress due to the intensity of patient/customer complaint and concern.
