Duties

Help
  • As an Agency expert in an assigned area, develops work plans, detailed systems analysis and design of new or existing systems and oversees software development. Evaluates new application software technologies.
  • Plans, sets priorities and develops systems analysis techniques and analytical approaches in accordance with Target Architectures.
  • Conducts studies and tests for the purpose of evaluating hardware and software to ensure that the most efficient procedures, systems, methods and resources are utilized.
  • Conducts evaluations of existing computer systems to determine cost, performance, adequacy and problems.
  • Provides authoritative advice to executive level managers within the Agency about the areas of expertise.
  • Conducts continuing review of computer technology developments applicable to system design and prepares long-range forecasts of developments relevant to SSA applications. Provides technical direction and guidance to other IT Specialists.

Qualifications

Applicants must qualify for the series and grade of the posted position. Experience must be IT-related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

To qualify for the 2210 IT Specialist series, applicants must demonstrate the following IT-related competencies:

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition, applicants must demonstrate 52 weeks of specialized experience at or equivalent to the GS-12 level (or above) in the federal service that is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such IT-related experience must include BOTH
A) developing and testing Web Components to support an agency-wide design system that interfaces with programmatic and administrative software applications;
AND

B) coordinating development efforts to ensure project completion and implementation OR leading technical discussions for enterprise-level IT projects.

This experience must be IT-related and may be demonstrated by paid or unpaid experience or completion of specific, intensive training (for example, Trusted Tester certification), as appropriate.
