The U.S. Postal Service Office of Inspector General (OIG) is looking to add a creative, strategic communicator to its growing team. The ideal candidate will be agile, flexible, and able to clearly communicate the OIG's work and mission across multiple channels to both internal and external audiences. The Communications Analyst will play a critical role on the team responsible for media engagement, employee communications, social media, and content creation (video, blogs, and other media).

The Communications Analyst will report to the Director of Communications. Duties include producing, designing, and editing original content and messaging for internal and external audiences, co-managing website content, social media accounts, and assisting with media relations. The Communications Analyst works collaboratively with the rest of the Communications Team.

The ideal candidate will be enthusiastic about engaging audiences in good communications and information sharing. They should be comfortable working in a fast-paced environment with the ability to multi-task as well as have familiarity with multiple communication channels and the curiosity to explore new ones. They should have experience in various skills, including turning complex information into easily understandable messages and engaging content for staff and stakeholders.

This position is part of the Communications Team, which falls under the Office of General Counsel, Communications, and Congressional (OGC-3). This highly visible team is responsible for all internal and external communications for the organization.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 06/15/2022 will be considered.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Journey Band level, equivalent to a GS-12 to a GS-13. The salary range for this position is $89,834.00 - $138,868.00. The salary figures include locality pay. Career ladder to GS-13 equivalent is at management's discretion. Relocation expenses will not be paid.

  • Participate in and execute the planning, development, coordination, writing, editing, design, and dissemination of both organizational and mass communications products to external and internal audiences via print, broadcast video, podcast, and digital media.
  • Develop and post approved content for internal and external communications channels including the OIG blog, official social media sites, public website, intranet sites, and email updates.
  • Ensure content on the communications channels is current and relevant.
  • Responsible for writing, reporting, and editing content for general information and events.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • A minimum of 10 years of professional experience working in public relations, marketing, or communications OR a Bachelor's degree in communications or a related field and a minimum of seven years of experience working in public relations, marketing, or communications.
AND
  • Experience in supporting marketing and/or communications activities within an organization of 500 or more employees.
AND
  • Advanced skills with Microsoft Office, including Teams and PowerPoint, Acrobat Professional, and SharePoint.

DESIRABLE QUALIFICATIONS
  • Master's degree in communications or a related field.
  • Strong communication (oral/written) skills and strong organization skills.
  • At least 5 years of experience in communications, planning, and leadership support, preferably within the Federal workspace.
  • Excellent writing, editing and research abilities.
  • Experience creating and managing web content.
  • Experience managing social media.
  • Experience in media relations.
  • Ability to think out of the box while communicating or dealing with a variety of situations.

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Skilled in writing clear and concise communications.
  • Experience in managing multiple projects and working under tight deadlines.
  • Demonstrated ability to collect, evaluate, and interpret complex information, communications, and data.
  • Demonstrated proficiency with technology such as Microsoft Office, including PowerPoint, and SharePoint, and Adobe Acrobat Professional.
You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
