Duties

Help

  • Monitors contractor performance in relation to the completion schedule required by the contract ensuring timely submission of technical progress reports, making periodic visits to work sites, detecting and correcting labor standards violations, taking appropriate action to expedite delivery or performance when required by changes in mission requirements, defective specifications, or changes in local conditions.
  • Negotiates settlements for such changes, approves contract payments, assesses liquidated damages for nonperformance, issues show cause or cure notices, terminates contracts for default or convenience and negotiates settlements.
  • Reviews and analyzes administration documentation and procedures of complex contracts for supplies, services, equipment, research, and construction affecting procurement programs and having significant impact on contractors' operations and on local geographic and center areas of responsibility.
  • Performs acquisition services to include the full range of analyses, pre-award, and post-award functions (e.g., price/cost analysis, negotiation, award, administering, etc.) for supplies, services, and equipment required for activities serviced (appropriated and non-appropriated funds).

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Performing Pre-award and Post-award functions such as; developing solicitations, price/cost analysis ,evaluations in accordance with Federal Acquisition Regulation 12, 13, 14 and 15, and contract negotiations for construction and/or service contracts; 2) Reviewing contracts for accuracy, compliance and conformance to policy and law; 3) Monitoring contractor performance through completion to ensure they are in compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.

OR

Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as; accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

In addition to the experience, the following Basic education requirement must be met:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

Or

Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000 are also exempt from meeting this requirement.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
