Summary

The incumbent serves as an expert Nutritionist within a program office of FNS. The incumbent leads a wide range of nutrition-related activities which may include nutrition guidance development; nutrition, economic and scientific analysis; and nutrition message and materials development and promotion, and/or the development, implementation, administration and coordination of activities that support the nutrition and food service systems-related goals, objectives, and needs of the organization.

Help
  • Develops regulations, instructions, position papers, directives, guidance, publications, nutrition education and/or training materials to implement appropriate laws, policies, and administration priorities.
  • Performs functions associated with program evaluations, surveys, and other research studies related to nutrition, and makes appropriate recommendations for operational policy, regulation changes, policy development or consumer promotional materials.
  • Initiates, plans, documents and/or directs nutrition guidance, nutrition education and/or analysis research projects. Establishes objectives, tasks, and timelines for projects. Plans, conducts and/or directs projects to achieve desired outcomes.
  • Develops concepts for and/or administers grants, contracts, cooperative and interagency agreements as needed, to complete specific projects.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Basic Requirement for Nutritionist GS-0630-13:

Degree: Bachelor's or graduate (or higher level) degree in the field of dietetics, food, nutrition, food service management, institution management, or related science in an educational program accredited by the Accreditation Council for Education in Nutrition and Dietetics (ACEND), or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

OR

Completion of a coordinated undergraduate program, internship, or other clinical component approved by the Academy of Nutrition and Dietetics (AND) (formerly American Dietetic Association (ADA)) for dietitians or nutritionists.

OR

Professional registration as a Registered Dietitian (RD) or Registered Dietitian Nutritionist (RDN).

Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0630 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

To qualify for the GS-13 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Example of qualifying experience include the following types of tasks performed on a regular and recurring basis:

  • Summarizing, analyzing and applying scientific evidence and data to inform programmatic priorities, and/or identify the impact of laws and regulations on nutrition policies or program operations;
  • Directing, managing or advising on nutrition project timelines and budgets within resource and time constraints by establishing objectives/tasks and identifying issues and opportunities; and
  • Communicating orally and in writing with a wide array of audiences, including senior leadership, managers and staff, policy makers, program partners, and/or nutrition professionals in order to provide subject-matter expertise and leadership in carrying out nutrition and nutrition education goals.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:

  • Analytical - Skilled in analytical research design and methodologies for interpreting, evaluating and applying scientific literature and data to develop and advance nutrition guidance, authoritative policy, and coordinate nutrition guidance and consumer-oriented education messages, materials and initiatives.
  • Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Technical Credibility - Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
  • Communication - Uses clear, effective communication and takes responsibility for understanding others.
